Chinese and Indian forces have pulled back from their confrontation in the Himalayas, but the tensions that set off the deadly encounter this past June—the first on the China/India border since 1975—are not going away. Indeed, a combination of local disputes, regional antagonisms and colonial history have brewed up a poisonous elixir that could pose a serious danger to peace in South Asia.

 

In part, the problem is Britain’s colonial legacy. The “border” in dispute is an arbitrary line drawn across terrain that doesn’t lend itself to clear boundaries. The architect, Henry McMahon, drew it to maximize British control of a region that was in play during the 19th Century “Great Game” between England and Russia for control of Central Asia. Local concerns were irrelevant.

 

The treaty was signed between Tibet and Britain in 1914. While India accepts the 550-mile McMahon Line as the border between Indian and China, the Chinese have never recognized the boundary.

 

Sir Mortimer Durand, Britain’s lead colonial officer in India, drew a similar “border” in 1893 between Pakistan (then India’s “Northern Territories”) and Afghanistan that Kabul has never accepted, and which is still the source of friction between the two countries. Colonialism may be gone, but its effects still linger.

 

While the target for the McMahon Line was Russia, it has always been a sore spot for China, not only because Beijing’s protests were ignored, but also because the Chinese saw it as a potential security risk for its western provinces.

 

If England, which had already humiliated China in the two Opium Wars, as well as by seizing Shanghai and Hong Kong, could lop off Tibet—which China sees as part of its empire—so might another country: Like India.

 

Indeed, when Indian Prime Minister Narendra Modi unilaterally revoked Article 370 of the Indian Constitution and absorbed Kashmir and Jammu in 2019, the Chinese saw the grab as a threat to the security of Tibet and its restive western province of Xinjiang. The area in which the recent fighting took place, the Galwan Valley, is close to a road linking Tibet with Xinjiang.

 

The nearby Aksai Chin, which China seized from India in the 1962 border war, not only controls the Tibet-Xinjiang highway, but also the area through which China is building an oil pipeline. The Chinese see the pipeline—which will go from the Pakistani port of Gwadar to Kashgar in Xinjiang—as a way to bypass key choke points in the Indian Ocean controlled by the US Navy.

 

The $62 billion project is part of the China Pakistan Economic Corridor, a piece of the huge Belt and Road Initiative to build infrastructure and increase trade between South Asia, Central Asia, the Middle East, Europe and China.

 

China moves some 80 percent of its oil by sea and is increasingly nervous about a budding naval alliance between the US and Beijing’s regional rivals, India and Japan. In the yearly Malabar exercises the three powers war game closing the Malacca Straits through which virtually all of China’s oil passes. The Pakistan-China pipeline oil will be more expensive than tanker supplied oil—one estimate is five times more—but it will be secure from the US.

 

In 2019, however, India’s Home Minister, Amit Shah, pledged to take back Aksai Chin from China, thus exposing the pipeline to potential Indian interdiction.

 

From China’s point of view the bleak landscape of rock, ice and very little oxygen is central to its strategy of securing access to energy supplies.

 

The region is also part of what is called the world’s “third pole,” the vast snowfields and glaciers that supply the water for 11 countries in the region, including India and China. Both countries make up a third of the world’s population but have access to only 10 percent of the globe’s water supplies. By 2030, half of India’s population—700 million people—will lack adequate drinking water.

 

The “pole” is the source of 10 major rivers, most of them fed by the more than 14,000 thousand glaciers that dot the Himalayas and Hindu Kush. By 2100, two-thirds of those glaciers will be gone, the victims of climate change. China largely controls the “pole.”

 

It may be stony and cold, but it is lifeblood to 11 countries in the region.

 

The recent standoff has a history. In 2017, Indian and Chinese troops faced-off in Doklam—Dongland to China—the area where Tibet, Bhutan and Sikkim come together. There were fist fights and lots of pushing and shoving, but casualties consisted of black eyes and bloody noses. But the 73-day confrontation apparently shocked the Chinese. “For China, the Doklam stand-off raised fundamental questions regarding the nature of India’s threat,” says Yun Sun, a senor fellow at the Stimson Center in Washington.

 

Doklam happened just as relations with the Trump administration were headed south, although tensions between Washington and Beijing date back to the 1998-99 Taiwan crisis. Then US President Bill Clinton sent two aircraft carrier battle groups to the area, one of which traversed the Taiwan Straits between the island and the mainland. The incident humiliated China, which re-tooled its military and built up its navy in the aftermath.

 

In 2003, US President George W. Bush wooed India to join Japan, South Korea and Australia in a regional alliance aimed at “containing” China. The initiative was only partly successful, but it alarmed China. Beijing saw the Obama administration’s “Asia pivot” and the current tensions with the Trump administration as part of the same strategy.

 

If ones adds to this US anti-missile systems in South Korea, the deployment of 1500 Marines to Australia, and the buildup of American bases in Guam and Wake, it is easy to see why the Chinese would conclude that Washington had it out for them.

 

China has responded aggressively, seizing and fortifying disputed islands and reefs, and claiming virtually all of the South China Sea as home waters. It has rammed and sunk Vietnamese fishing vessels, bullied Malaysian oilrigs, and routinely violated Taiwan’s air space.

 

China has also strengthened relations with neighbors that India formally dominated, including Sri Lanka, Bangladesh, Nepal, and the Maldives, initiatives which India resents. In short, there are some delicate diplomatic issues in the region, ones whose solutions are ill served by military posturing or arms races.

 

Was the dustup in the Galwan Valley an extension of China’s growing assertiveness in Asia? Partly, but the Modi government has also been extremely provocative, particularly in its illegal seizure of Kashmir and Jammu. In the Galwan incident, the Indians were building an airfield and a bridge near the Chinese border that would have allowed Indian armor and modern aircraft to potentially threaten Chinese forces.

 

There is a current in the Indian military that would like to erase the drubbing India took in its 1962 border war. The thinking is that the current Indian military is far stronger and better armed than it was 58 years ago, and it has more experience than China’s Peoples Liberation Army. The last time the Chinese army went to war was its ill-fated invasion of Vietnam in 1979.

 

But that is dangerous thinking. India’s “experience” consists mainly of terrorizing Kashmiri civilians and an occasional fire fight with lightly armed insurgents. In 1962, India’s and China’s economies were similar in size. Today, China’s economy is five times larger and its military budget four times greater.

 

China is clearly concerned that it might face a two-front war: India to its south, the US and its allies to the west. That is not a comfortable position, and one that presents dangers to the entire region. Pushing a nuclear-armed country into a corner is never a good idea.

 

The Chinese need to accept some of the blame for the current tensions. Beijing has bullied smaller countries in the region and refused to accept the World Court’s ruling on its illegal occupation of a Philippine reef. Its heavy-handed approach to Hong Kong and Taiwan, and its oppressive treatment of its Uighur Muslim minority in Xinjiang, is winning it no friends, regionally and internationally.

 

There is no evidence that the US, India and China want a war, one whose effect on the international economy would make Covid-19 look like a mild head cold. But since all three powers are nuclear armed, there is always the possibility—even if remote—of things getting out of hand.

 

In reality, all three countries desperately need one another if the world is to confront the existential danger of climate change, nuclear war, and events like pandemics. It is a time for diplomacy and cooperation, not confrontation.

“Boxing the compass” is an old nautical term for locating the points on a magnetic compass in order to set a course. With the erratic winds blowing out of Washington these days, countries all over Asia and the Middle East are boxing the compass and re-evluating traditional foes and old alliances.

 

India and Pakistan have fought three wars in the past half-century, and both have nuclear weapons on a hair trigger. But the two countries are now part of a security and trade organization, the Shanghai Cooperation Organization (SCO), along with China, Russia and most of the countries of Central Asia. Following the recent elections in Pakistan, Islamabad’s Foreign Minister, Shah Mehmood Qureshi, has called for an “uninterrupted continued dialogue” with New Delhi to resolve conflicts and establish “peace and stability” in Afghanistan.

 

Pakistan’s new Prime Minister, Imran Khan, is a critic of the U.S. war in Afghanistan and particularly opposed to the use of U.S. drones to kill insurgents in Pakistan.

 

Russia has reached out to the Taliban, which has accepted an invitation for peace talks in Moscow on Sept. 4 to end the 17-year old war. Three decades ago the Taliban were shooting down Russian helicopters with American-made Stinger missiles.

 

Turkey and Russia have agreed to increase trade and to seek a political solution to end the war in Syria. Turkey also pledged to ignore Washington’s sanctions on Russia and Iran. Less than three years ago, Turkish warplanes downed a Russian bomber, Ankara was denouncing Iran, and Turkey was arming and supporting Islamic extremists trying to overthrow the government of Bashar al Assad.

 

After years of tension in the South China Sea between China and a host of Southeast Asian nations, including Vietnam, the Philippines, Taiwan, Malaysia and Brunei, on Aug. 2 Beijing announced a “breakthrough” in talks between China and the Association of Southeast Asian Nations (ASEAN). After years of bluster— including ship-to-ship face-offs—China and ASEAN held joint computer naval games Aug. 2-3. China has also proposed cooperative oil and gas exploration with SEATO members.

 

Starting with the administration of George W. Bush, the U.S. has tried to lure India into an alliance with Japan and Australia—the Quadrilateral Security Dialogue or “quad”—to challenge China in the South China Sea and Indian Ocean. The Americans turned a blind eye to India’s violation of the Nuclear Non-Proliferation Treaty and dropped the ban on selling arms to New Delhi. The Pentagon even re-named its Pacific Command, “Indo-Pacific Command” to reflect India’s concerns in the Indian Ocean. The U.S. is currently training Indian fighter pilots, and this summer held joint naval maneuvers with Japan and the U.S.—Malabar 18— in the strategic Malacca Straits .

 

But following an April Wuhan Summit meeting between Chinese President Xi Jinping and Indian Prime Minister Narendra Modi, New Delhi’s enthusiasm for the Quad appears to have cooled. New Delhi vetoed Australia joining the Malabar war games.

 

At June’s Shangri-La Dialogue held in Singapore, Modi said “India does not see the Indo-Pacific region as a strategy or as a club of limited members,” and pointedly avoided any criticism of China’s behavior in the South China Sea. Given that Indian and Chinese troops have engaged in shoving matches and fistfights with one another in the Doklam border region, Modi’s silence on the Chinese military was surprising.

 

China and India have recently established a military “hot line,” and Beijing has cut tariffs on Indian products.

 

During the SCO meetings, Modi and Xi met and discussed cooperation on bringing an end to the war in Afghanistan. India, Pakistan and Russia fear that extremism in Afghanistan will spill over their borders, and the three have joined in an effort to shore up the Taliban as a bulwark against the growth of the Islamic State.

 

There is also a push to build the long-delayed Iran-Pakistan natural gas pipeline that will eventually terminate in energy-starved India.

 

India signed the SCO’s “Qingdao Declaration,” which warned that “economic globalization is confronted with the expansion of unilateral protectionist policies,” a statement aimed directly at the Trump administration.

 

The Modi government also made it clear that New Delhi will not join U.S. sanctions against Iran and will continue to buy gas and oil from Teheran. India’s Defense Minister, Nirmala Sitharaman also said that India would ignore U.S. threats to sanction any country doing business with Russia’s arms industry.

 

Even such a staunch ally as Australia is having second thoughts on who it wants to align itself with in the Western Pacific. Australia currently hosts U.S. Marines and the huge U.S. intelligence gathering operation at Pine Gap. But China is Canberra’s largest trading partner, and Chinese students and tourists are an important source of income for Australia.

 

Canberra is currently consumed with arguments over China’s influence on Australia’s politics, and there is a division in the foreign policy establishment over how closely aligned the Australians should be with Washington, given the uncertain policies of the Trump administration. Some—like defense strategist Hugh White—argue that “Not only is America failing to remain the dominant power, it is failing to retain any substantial strategic role at all.”

 

White’s analysis is an overstatement. The U.S. is the most powerful military force in the region, and the Pacific basin is still Washington’s number one trade partner. In the balance of forces, Canberra doesn’t count for much. But the debate is an interesting one and a reflection that the Obama administration’s “Asia pivot” to ring China with U.S. allies has not exactly been a slam-dunk.

 

Of course, one can make too much of these re-alignments.

 

There are still tensions between China and India over their borders and competition for the Indian Ocean. Many Indians see the latter as “Mare Nostrum” [“Our Sea”], and New Delhi is acquiring submarines and surface crafts to control it.

 

However, since some 80 percent of China’s energy supplies transit the Indian Ocean, China is busy building up ports in Pakistan, Sri Lanka and Djibouti to guard those routes.

 

India has recently tested a long-range ICBM—the Agni V—that has the capacity to strike China. The Indians claim the missile has a range of 3000 miles, but the Chinese say it can strike targets 5000 miles away, thus threatening most of China’s population centers. Since Pakistan is already within range of India’s medium range missiles, the Agni V could only have been developed to target China.

 

India is also one of the few countries in the region not to endorse China’s immense “One Belt, One Road” infrastructure initiative to link Asia, South Asia, Central Asia, the Middle East and Europe into a vast trading network.

 

A number of these diplomatic initiatives and re-alignments could easily fail.

 

Pakistan and India could fall out over Kashmir, and resolving the Afghanistan situation is the diplomatic equivalent of untying the Gordian Knot. The Taliban accepted the Russian invitation, but the Americans dismissed it. So too has the government in Kabal, but that could change, particularly if the Indians push the Afghan government to join the talks. Just the fact that the Taliban agreed to negotiate with Kabal, however, is a breakthrough, and since almost everyone in the region wants this long and terrible war to end, the initiative is hardly a dead letter.

 

There are other reefs and shoals out there.

 

Turkey and Russia still don’t trust each other, and while Iran currently finds itself on the same side as Moscow and Ankara, there is no love lost among any of them. But Iran needs a way to block Trump’s sanctions from strangling its economy, and that means shelving its historical suspicions of Turkey and Russia. Both countries say they will not abide by the U.S. sanctions, and the Russians are even considering setting up credit system to bypass using dollars in banking.

 

The Europeans are already knuckling under to the U.S. sanctions, but the U.S. and the European Union are not the only games in town. Organizations like the SCO, ASEAN, the BRICS countries (Brazil, Russia, India, China and South Africa), and Latin America’s Mercosur are creating independent poles of power and influence, and while the U.S. has enormous military power, it no longer can dictate what other countries decide on things like war and trade.

 

From what direction on the Compass Rose the winds out of Washington will blow is hardly clear, but increasingly a number of countries are charting a course of their own.

‘The American Century’ Has Plunged the World Into Crisis. What Happens Now?

U.S. foreign policy is dangerous, undemocratic, and deeply out of sync with real global challenges. Is continuous war inevitable, or can we change course?

There’s something fundamentally wrong with U.S. foreign policy.

Despite glimmers of hope — a tentative nuclear agreement with Iran, for one, and a long-overdue thaw with Cuba — we’re locked into seemingly irresolvable conflicts in most regions of the world. They range from tensions with nuclear-armed powers like Russia and China to actual combat operations in the Middle East, South Asia, and Africa.

 

Why? Has a state of perpetual warfare and conflict become inescapable? Or are we in a self-replicating cycle that reflects an inability — or unwillingness — to see the world as it actually is?

The United States is undergoing a historic transition in our relationship to the rest of the world, but this is neither acknowledged nor reflected in U.S. foreign policy. We still act as if our enormous military power, imperial alliances, and self-perceived moral superiority empower us to set the terms of “world order.”

 

While this illusion goes back to the end of World War II, it was the end of the Cold War and collapse of the Soviet Union that signaled the beginning of a self-proclaimed “American Century.” The idea that the United States had “won” the Cold War and now — as the world’s lone superpower — had the right or responsibility to order the world’s affairs led to a series of military adventures. It started with President Bill Clinton’s intervention in the Yugoslav civil war, continued on with George W. Bush’s disastrous invasions of Afghanistan and Iraq, and can still be seen in the Obama administration’s own misadventures in Iraq, Syria, Libya, Yemen, and beyond.

 

In each case, Washington chose war as the answer to enormously complex issues, ignoring the profound consequences for both foreign and domestic policy. Yet the world is very different from the assumptions that drive this impulsive interventionism.

It’s this disconnect that defines the current crisis.

 

Acknowledging New Realities

 

So what is it about the world that requires a change in our outlook? A few observations come to mind.

 

First, our preoccupation with conflicts in the Middle East — and to a significant extent, our tensions with Russia in Eastern Europe and with China in East Asia — distract us from the most compelling crises that threaten the future of humanity. Climate change and environmental perils have to be dealt with now and demand an unprecedented level of international collective action.

That also holds for the resurgent danger of nuclear war.

 

Second, superpower military interventionism and far-flung acts of war have only intensified conflict, terror, and human suffering. There’s no short-term solution — especially by force — to the deep-seated problems that cause chaos, violence, and misery through much of the world.

 

Third, while any hope of curbing violence and mitigating the most urgent problems depends on international cooperation, old and disastrous intrigues over spheres of influence dominate the behavior of the major powers. Our own relentless pursuit of military advantage on every continent, including through alliances and proxies like NATO, divides the world into “friend” and “foe” according to our perceived interests. That inevitably inflames aggressive imperial rivalries and overrides common interests in the 21st century.

 

Fourth, while the United States remains a great economic power, economic and political influence is shifting and giving rise to national and regional centers no longer controlled by U.S.-dominated global financial structures. Away from Washington, London, and Berlin, alternative centers of economic power are taking hold in Beijing, New Delhi, Cape Town, and Brasilia. Independent formations and alliances are springing up: organizations like the BRICS (Brazil, Russia, India, China, and South Africa); the Shanghai Cooperation Organization (representing 2.8 billion people); the Union of South American Nations; the Latin American trade bloc, Mercosur; and others.

 

Beyond the problems our delusions of grandeur have caused in the wider world, there are enormous domestic consequences of prolonged war and interventionism. We shell out over $1 trillion a year in military-related expenses even as our social safety net frays and our infrastructure crumbles. Democracy itself has become virtually dysfunctional.

 

Short Memories and Persistent Delusions

 

But instead of letting these changing circumstances and our repeated military failures give us pause, our government continues to act as if the United States has the power to dominate and dictate to the rest of the world.

 

The responsibility of those who set us on this course fades into background. Indeed, in light of the ongoing meltdown in the Middle East, leading presidential candidates are tapping neoconservatives like John Bolton and Paul Wolfowitz — who still think the answer to any foreign policy quandary is military power — for advice. Our leaders seem to forget that following this lot’s advice was exactly what caused the meltdown in the first place. War still excites them, risks and consequences be damned.

 

While the Obama administration has sought, with limited success, to end the major wars it inherited, our government makes wide use of killer drones in Pakistan, Yemen, and Somalia, and has put troops back into Iraq to confront the religious fanaticism and brutality of the so-called Islamic State (ISIS) — itself a direct consequence of the last U.S. invasion of Iraq. Reluctant to find common ground in the fight against ISIS with designated “foes” like Iran and Syria, Washington clings to allies like Saudi Arabia, whose leaders are fueling the crisis of religious fanaticism and internecine barbarity. Elsewhere, the U.S. also continues to give massive support to the Israeli government, despite its expanding occupation of the West Bank and its horrific recurring assaults on Gaza.

 

A “war first” policy in places like Iran and Syria is being strongly pushed by neoconservatives like former Vice President Dick Cheney and Senate Armed Services Committee Chairman John McCain. Though it’s attempted to distance itself from the neocons, the Obama administration adds to tensions with planned military realignments like the “Asia pivot” aimed at building up U.S. military forces in Asia to confront China. It’s also taken a more aggressive position than even other NATO partners in fostering a new cold war with Russia.

 

We seem to have missed the point: There is no such thing as an “American Century.” International order cannot be enforced by a superpower alone. But never mind centuries — if we don’t learn to take our common interests more seriously than those that divide nations and breed the chronic danger of war, there may well be no tomorrows.

 

Unexceptionalism

 

There’s a powerful ideological delusion that any movement seeking to change U.S. foreign policy must confront: that U.S. culture is superior to anything else on the planet. Generally going by the name of “American exceptionalism,” it’s the deeply held belief that American politics (and medicine, technology, education, and so on) are better than those in other countries. Implicit in the belief is an evangelical urge to impose American ways of doing things on the rest of the world.

 

Americans, for instance, believe they have the best education system in the world, when in fact they’ve dropped from 1st place to 14th place in the number of college graduates. We’ve made students of higher education the most indebted section of our population, while falling to 17th place in international education ratings. According to the Organization for Economic Cooperation, the average American pays more than twice as much for his or her education than those in the rest of the world.

 

Health care is an equally compelling example. In the World Health Organization’s ranking of health care systems in 2000, the United States was ranked 37th. In a more recent Institute of Medicine report in 2013, the U.S. was ranked the lowest among 17 developed nations studied.

 

The old anti-war slogan, “It will be a good day when schools get all the money they need and the Navy has to hold a bake sale to buy an aircraft carrier” is as appropriate today as it was in the 1960s. We prioritize corporate subsidies, tax cuts for the wealthy, and massive military budgets over education. The result is that Americans are no longer among the most educated in the world.

But challenging the “exceptionalism” myth courts the danger of being labeled “unpatriotic” and “un-American,” two powerful ideological sanctions that can effectively silence critical or questioning voices.

 

The fact that Americans consider their culture or ideology “superior” is hardly unique. But no other country in the world has the same level of economic and military power to enforce its worldview on others.

 

The United States did not simply support Kosovo’s independence, for example. It bombed Serbia into de facto acceptance. When the U.S. decided to remove the Taliban, Saddam Hussein, and Muammar Gaddafi from power, it just did so. No other country is capable of projecting that kind of force in regions thousands of miles from its borders.

 

The U.S. currently accounts for anywhere from 45 to 50 percent of the world’s military spending. It has hundreds of overseas bases, ranging from huge sprawling affairs like Camp Bond Steel in Kosovo and unsinkable aircraft carriers around the islands of Okinawa, Wake, Diego Garcia, and Guam to tiny bases called “lily pads” of pre-positioned military supplies. The late political scientist Chalmers Johnson estimated that the U.S. has some 800 bases worldwide, about the same as the British Empire had at its height in 1895.

 

The United States has long relied on a military arrow in its diplomatic quiver, and Americans have been at war almost continuously since the end of World War II. Some of these wars were major undertakings: Korea, Vietnam, Laos, Cambodia, Kuwait, Afghanistan, Iraq (twice), Libya. Some were quick “smash and grabs” like Panama and Grenada. Others are “shadow wars” waged by Special Forces, armed drones, and local proxies. If one defines the term “war” as the application of organized violence, the U.S. has engaged in close to 80 wars since 1945.

 

The Home Front

 

The coin of empire comes dear, as the old expression goes.

According Harvard University’s Kennedy School of Government, the final butcher bill for the Afghanistan and Iraq wars — including the long-term health problems of veterans — will cost U.S. taxpayers around $6 trillion. One can add to that the over $1 trillion the U.S. spends each year on defense-related items. The “official” defense budget of some half a trillion dollars doesn’t include such items as nuclear weapons, veterans’ benefits or retirement, the CIA and Homeland Security, nor the billions a year in interest we’ll be paying on the debt from the Afghan-Iraq wars. By 2013 the U.S. had already paid out $316 billion in interest.

The domestic collateral damage from that set of priorities is numbing.

 

We spend more on our “official” military budget than we do on Medicare, Medicaid, Health and Human Services, Education, and Housing and Urban Development combined. Since 9/11, we’ve spent $70 million an hour on “security” compared to $62 million an hour on all domestic programs.

 

As military expenditures dwarf funding for deteriorating social programs, they drive economic inequality. The poor and working millions are left further and further behind. Meanwhile the chronic problems highlighted at Ferguson, and reflected nationwide, are a horrific reminder of how deeply racism — the unequal economic and social divide and systemic abuse of black and Latino youth — continues to plague our homeland.

 

The state of ceaseless war has deeply damaged our democracy, bringing our surveillance and security state to levels that many dictators would envy. The Senate torture report, most of it still classified, shatters the trust we are asked to place in the secret, unaccountable apparatus that runs the most extensive Big Brother spy system ever devised.

 

Bombs and Business

 

President Calvin Coolidge was said to have remarked that “the business of America is business.” Unsurprisingly, U.S. corporate interests play a major role in American foreign policy.

Out of the top 10 international arms producers, eight are American. The arms industry spends millions lobbying Congress and state legislatures, and it defends its turf with an efficiency and vigor that its products don’t always emulate on the battlefield. The F-35 fighter-bomber, for example — the most expensive weapons system in U.S. history — will cost $1.5 trillion and doesn’t work. It’s over budget, dangerous to fly, and riddled with defects. And yet few lawmakers dare challenge the powerful corporations who have shoved this lemon down our throats.

 

Corporate interests are woven into the fabric of long-term U.S. strategic interests and goals. Both combine to try to control energy supplies, command strategic choke points through which oil and gas supplies transit, and ensure access to markets.

 

Many of these goals can be achieved with standard diplomacy or economic pressure, but the U.S. always reserves the right to use military force. The 1979 “Carter Doctrine” — a document that mirrors the 1823 Monroe Doctrine about American interests in Latin America — put that strategy in blunt terms vis-à-vis the Middle East: “An attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States, and such an assault will be repelled by any means necessary, including military force.”

 

It’s no less true in East Asia. The U.S. will certainly engage in peaceful economic competition with China. But if push comes to shove, the Third, Fifth, and Seventh fleets will back up the interests of Washington and its allies — Japan, the Philippines, South Korea, and Australia.

 

Trying to change the course of American foreign policy is not only essential for reducing international tensions. It’s critically important to shift the enormous wealth we expend in war and weapons toward alleviating growing inequality and social crises at home.

 

As long as competition for markets and accumulation of capital characterize modern society, nations will vie for spheres of influence, and antagonistic interests will be a fundamental feature of international relations. Chauvinist reaction to incursions real or imagined — and the impulse to respond by military means — is characteristic to some degree of every significant nation-state. Yet the more that some governments, including our own, become subordinate to oligarchic control, the greater is the peril.

 

Finding the Common Interest

 

These, however, are not the only factors that will shape the future.

There is nothing inevitable that rules out a significant change of direction, even if the demise or transformation of a capitalistic system of greed and exploitation is not at hand. The potential for change, especially in U.S. foreign policy, resides in how social movements here and abroad respond to the undeniable reality of: 1) the chronic failure, massive costs, and danger inherent in “American Century” exceptionalism; and 2) the urgency of international efforts to respond to climate change.

 

There is, as well, the necessity to respond to health and natural disasters aggravated by poverty, to rising messianic violence, and above all, to prevent a descent into war. This includes not only the danger of a clash between the major nuclear powers, but between regional powers. A nuclear exchange between Pakistan and India, for example, would affect the whole world.

 

Without underestimating the self-interest of forces that thrive on gambling with the future of humanity, historic experience and current reality elevate a powerful common interest in peace and survival. The need to change course is not something that can be recognized on only one side of an ideological divide. Nor does that recognition depend on national, ethnic, or religious identity. Rather, it demands acknowledging the enormous cost of plunging ahead as everything falls apart around us.

 

After the latest U.S. midterm elections, the political outlook is certainly bleak. But experience shows that elections, important as they are, are not necessarily indicators of when and how significant change can come about in matters of policy. On issues of civil rights and social equality, advances have occurred because a dedicated and persistent minority movement helped change public opinion in a way the political establishment could not defy.

 

The Vietnam War, for example, came to an end, despite the stubbornness of Democratic and Republican administrations, when a stalemate on the battlefield and growing international and domestic opposition could no longer be denied. Significant changes can come about even as the basic character of society is retained. Massive resistance and rejection of colonialism caused the British Empire and other colonial powers to adjust to a new reality after World War II. McCarthyism was eventually defeated in the United States. President Nixon was forced to resign. The use of landmines and cluster bombs has been greatly restricted because of the opposition of a small band of activists whose initial efforts were labeled “quixotic.”

 

There are diverse and growing political currents in our country that see the folly and danger of the course we’re on. Many Republicans, Democrats, independents, and libertarians — and much of the public — are beginning to say “enough” to war and military intervention all over the globe, and the folly of basing foreign policy on dividing countries into “friend or foe.”

 

This is not to be Pollyannaish about anti-war sentiment, or how quickly people can be stampeded into supporting the use of force. In early 2014, some 57 percent of Americans agreed that “over-reliance on military force creates more hatred leading to increased terrorism.” Only 37 percent believed military force was the way to go. But once the hysteria around the Islamic State began, those numbers shifted to pretty much an even split: 47 percent supported the use of military force, 46 percent opposed it.

 

It will always be necessary in each new crisis to counter those who mislead and browbeat the public into acceptance of another military intervention. But in spite of the current hysterics about ISIS, disillusionment in war as an answer is probably greater now among Americans and worldwide than it has ever been. That sentiment may prove strong enough to produce a shift away from perpetual war, a shift toward some modesty and common-sense realism in U.S. foreign policy.

 

Making Space for the Unexpected

 

Given that there is a need for a new approach, how can American foreign policy be changed?

 

Foremost, there is the need for a real debate on the thrust of a U.S. foreign policy that chooses negotiation, diplomacy, and international cooperation over the use of force.

 

However, as we approach another presidential election, there is as yet no strong voice among the candidates to challenge U.S. foreign policy. Fear and questionable political calculation keep even most progressive politicians from daring to dissent as the crisis of foreign policy lurches further into perpetual militarism and war.

 

That silence of political acquiescence has to be broken.

Nor is it a matter of concern only on the left. There are many Americans — right, left, or neither — who sense the futility of the course we’re on. These voices have to be represented or the election process will be even more of a sham than we’ve recently experienced.

 

One can’t predict just what initiatives may take hold, but the recent U.S.-China climate agreement suggests that necessity can override significant obstacles. That accord is an important step forward, although a limited bilateral pact cannot substitute for an essential international climate treaty. There is a glimmer of hope also in the U.S.-Russian joint action that removed chemical weapons from Syria, and in negotiations with Iran, which continue despite fierce opposition from U.S. hawks and the Israeli government. More recently, there is Obama’s bold move — long overdue — to restore diplomatic relations with Cuba. Despite shifts in political fortunes, the unexpected can happen if there is a need and strong enough pressure to create an opportunity.

 

We do not claim to have ready-made solutions to the worsening crisis in international relations. We are certain that there is much we’ve missed or underestimated. But if readers agree that U.S. foreign policy has a national and global impact, and that it is not carried out in the interests of the majority of the world’s people, including our own, then we ask you to join this conversation.

 

If we are to expand the ability of the people to influence foreign policy, we need to defend democracy, and encourage dissent and alternative ideas. The threats to the world and to ourselves are so great that finding common ground trumps any particular interest. We also know that we won’t all agree with each other, and we believe that is as it should be. There are multiple paths to the future. No coalition around changing foreign policy will be successful if it tells people to conform to any one pattern of political action.

 

So how does the call for changing course translate to something politically viable, and how do we consider the problem of power?

 

The power to make significant changes in policy ranges from the persistence of peace activists to the potential influence of the general public. In some circumstances, it becomes possible — as well as necessary — to make significant changes in the power structure itself.

 

Greece comes to mind. Greek left organizations came together to form Syriza, the political party that was successfully elected to power on a platform of ending austerity. Spain’s anti-austerity Podemos Party — now the number-two party in the country — came out of massive demonstrations in 2011 and was organized from the grassroots up. We do not argue one approach over the over, but the experiences in both countries demonstrate that there are multiple paths to generating change.

 

Certainly progressives and leftists grapple with the problems of power. But progress on issues, particularly in matters like war and peace and climate change, shouldn’t be conceived of as dependent on first achieving general solutions to the problems of society, however desirable.

 

Some Proposals

 

We also feel it is essential to focus on a few key questions lest we become “The United Front Against Bad Things.” There are lots of bad things, but some are worse than others. Thrashing those out, of course, is part of the process of engaging in politics.

 

We know this will not be easy. Yet we are convinced that unless we take up this task, the world will continue to careen toward major disaster. Can we find common programmatic initiatives on which to unite?

 

Some worthwhile approaches are presented in A Foreign Policy for All, published after a discussion and workshop that took place in Massachusetts in November 2014. We think everyone should take the time to study that document. We want to offer a few ideas of our own.

 

1) We must stop the flood of corporate money into the electoral process, as well as the systematic disenfranchisement of voters through the manipulation of voting laws.

 

It may seem odd that we begin with a domestic issue, but we cannot begin to change anything about American foreign policy without confronting political institutions that are increasingly in the thrall of wealthy donors. Growing oligarchic control and economic inequality is not just an American problem, but also a worldwide one. According to Oxfam, by 2016 the world’s richest 1 percent will control over 50 percent of the globe’s total wealth. Poll after poll shows this growing economic disparity does not sit well with people.

 

2) It’s essential to begin reining in the vast military-industrial-intelligence complex that burns up more than a trillion dollars a year and whose interests are served by heightened international tension and war.

 

3) President Barack Obama came into office pledging to abolish nuclear weapons. He should.

 

Instead, the White House has authorized spending $352 billion to modernize our nuclear arsenal, a bill that might eventually go as high as $1 trillion when the cost of the supporting infrastructure is figured in. The possibility of nuclear war is not an abstraction. In Europe, a nuclear-armed NATO has locked horns with a nuclear-armed Russia. Tensions between China and the United States, coupled with current U.S. military strategy in the region — the so-called “AirSea Battle” plan — could touch off a nuclear exchange.

 

Leaders in Pakistan and India are troublingly casual about the possibility of a nuclear war between the two South Asian countries. And one can never discount the possibility of an Israeli nuclear attack on Iran. In short, nuclear war is a serious possibility in today’s world.

 

One idea is the campaign for nuclear-free zones, which there are scores of — ranging from initiatives written by individual cities to the Treaty of Tlatelolco covering Latin America, the Treaty of Raratonga for the South Pacific, and the Pelindaba Treaty for Africa. Imagine how a nuclear-free zone in the Middle East would change the politics of the region.

 

We should also support the Marshall Islands in its campaign demanding the implementation of Article VI of the Nuclear Non-Proliferation Treaty eliminating nuclear weapons and moving toward general disarmament. If the great powers took serious steps toward full nuclear disarmament, it would make it difficult for nuclear-armed non-treaty members that have nuclear weapons — North Korea, Israel, Pakistan, and India — not to follow suit. The key to this, however, is “general disarmament” and a pledge to remove war as an instrument of foreign policy.

 

4) Any effort to change foreign policy must eventually confront the Palestinian-Israeli conflict, which in the words of former U.S. Central Command leader James Mattis, is a “preeminent flame that keeps the pot boiling in the Middle East.” While the U.S. and its NATO allies are quick to apply sanctions on Russia for its annexation of the Crimea, they have done virtually nothing about the continued Israeli occupation and annexation of Palestinian lands.

 

5) Ending and renouncing military blockades that starve populations as an instrument of foreign policy — Cuba, Gaza, and Iran come to mind — would surely change the international political climate for the better.

 

6) Let’s dispense our predilection for “humanitarian intervention,” which is too often an excuse for the great powers to overthrow governments with which they disagree.

 

As Walden Bello, former Philippine Congressman for the Citizens’ Action Party and author of Dilemmas of Domination: The Unmasking of the American Empire, writes: “Humanitarian intervention sets a very dangerous precedent that is used to justify future violation of the principle of national sovereignty. One cannot but conclude from the historical record that NATO’s intervention in the Kosovo conflict helped provide the justification for the invasion of Afghanistan, and the justifications for both interventions in turn were employed to legitimize the invasion of Iraq and the NATO war in Libya.”

 

7) Climate change is an existential issue, and as much a foreign policy question as war and peace. It can no longer be neglected.

Thus far, the U.S. has taken only baby steps toward controlling greenhouse gas emissions, but polls overwhelmingly show that the majority of Americans want action on this front. It’s also an issue that reveals the predatory nature of corporate capitalism and its supporters in the halls of Congress. As we have noted, control of energy supplies and guaranteeing the profits of oil and gas conglomerates is a centerpiece of American foreign policy.

 

As Naomi Klein notes in This Changes Everything: Capitalism vs. the Climate, the climate movement must “articulate not just an alternative set of policy proposals, but an alternative worldview to rival the one at the heart of the ecological crisis. A worldview embedded in interdependence rather than hyper-individualism, reciprocity rather than dominance, and cooperation rather than hierarchy.”

 

International and Regional Organizations

 

Finally, international and regional organizations must be strengthened. For years, mainstream media propaganda has bemoaned the ineffectiveness of the United Nations, while Washington — especially Congress — has systematically weakened the organization and tried to consign it to irrelevance in the public’s estimation.

 

The current structure of the United Nations is undemocratic. The five “big powers” that emerged from World War II — the United States, Britain, France, China, and Russia — dominate the Security Council with their use of the veto. Two of the earth’s continents, Africa and Latin America, have no permanent members on the Council.

 

A truly democratic organization would use the General Assembly as the decision-making body, with adjustments for size and population. Important decisions, like the use of force, could require a super majority.

 

At the same time, regional organizations like the African Union, the Union of South American Nations, the Community of Latin American and Caribbean States, the Association of Southeast Asian Nations, the Shanghai Cooperation Organization, the Arab League, and others, have to be strengthened as well. Had the UN Security Council listened to the African Union, which was prepared to start negotiations with the Gaddafi regime, the current Libyan debacle might have been avoided. In turn that might have prevented the spread of war to central Africa and the countries of Mali and Niger.

 

Working for a dramatic shift in U.S. policy, away from the hubris of “American exceptionalism,” is not to downgrade the enormous importance of the United States. Alongside and in contradiction to the tragic consequences of our misuse of military power, the contributions of the American people to the world are vast and many-faceted. None of the great challenges of our time can be met successfully without America acting in collaboration with the majority of the world’s governments and people.

 

There certainly are common interests that join people of all nations regardless of differences in government, politics, culture, and beliefs. Will those interests become strong enough to override the systemic pressures that fuel greed, conflict, war, and ultimate catastrophe? There is a lot of history, and no dearth of dogma, that would seem to sustain a negative answer. But dire necessity and changing reality may produce more positive outcomes in a better, if far from perfect, world.

 

It is time for change, time for the very best efforts of all who nurture hopes for a saner world.

At the very moment that the Americans and their allies are trying to squeeze Russia and Iran with a combination of economic sanctions and political isolation, alternative poles of power are emerging that soon may present a serious challenge to the U.S. dominated world that emerged from the end of the Cold War.

 

This past summer, the BRICS countries—Brazil, Russia, India, China and South Africa—created an alternative to the largely U.S. controlled World Bank and International Monetary Fund (IMF), and the Shanghai Cooperation Organization (SCO) added 1.6 billion people to its rolls.

 

The BRICS construction of a Contingent Reserve Arrangement will give its member’s emergency access to foreign currency, which might eventually dethrone the dollar as the world’s reserve currency. The creation of a development bank will make it possible to by-pass the IMF for loans, thus avoiding the organization’s onerous austerity requirements.

 

Less than a month after the BRICS’ declaration of independence from the current strictures of world finance, the SCO—China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan—approved India, Pakistan, Iran and Mongolia for membership in the organization. It was the single largest expansion of the economic cooperation and security-minded group in its history, and it could end up diluting the impact of sanctions currently plaguing Moscow over the Ukraine crisis and Teheran over its nuclear program.

 

The Shanghai Cooperation Organization began as the Shanghai Five in 1996, and five years later became the SCO. Even before the recent additions, SCO represented three-fifths of Eurasia and 25 percent of the world’s population.

 

A major focus of the SCO is security, although the countries involved have different agendas about what that exactly means.

 

Russia and China are determined to reduce U.S. and North Atlantic Treaty Organization (NATO) presence in Central Asia to what it was before the 2001 invasion of Afghanistan. The SCO has consistently rebuffed U.S. requests for observer status, and has pressured countries in the region to end U.S. basing rights. The U.S. was forced out of Karshi-Khanabad in Uzbekistan in 2006, and from Manas in Kyrgyzstan in 2014.

 

“At present, the SCO has started to counterbalance NATO’s role in Asia,” says Alexei Maslov, chair of the Department of Oriental Studies of the Higher School of Economics in Moscow, and the new members, he says, want in to safeguard their interests.

 

Given the current confrontation between NATO and Russia over the Ukraine, and tensions in the East China Sea between the U.S., Japan, and China, Moscow and Beijing may not agree on a number of issues—in 1969 they came to blows over a border dispute—but they are on the same page when it comes to limiting Washington’s influence in their respective backyards.

 

Chinese Defense Minister Gen. Chang Wanquan said last year “China is ready to work with Russia to…expand the scope of bilateral defense cooperation.” Last month Russia’s Chief of Staff Gen. Valery Gerasimov declared that, “Russia is ready to make joint efforts with China to lift the relationship to a new high.” China has been supportive of Russia in the Ukraine crisis.

 

For Iran, SCO membership may serve as a way to bypass sanctions currently pounding the Iranian economy. Russia and Iran signed a memorandum in August to exchange Russian energy technology and food for Iranian oil, a move that would violate U.S. sanctions. But Moscow—already weathering sanctions that have weakened its economy—may be figuring that there is little more the U.S. can do and still keep its European allies on board. Russian counter sanctions on the European Union (EU) have shoved a number of European countries back into recession, and the EU is worried that Russia will turn east and Europe will lose much of its Russian market share.

 

To a certain extent, that is already happening. When the 2,500-mile “Power of Siberia” pipeline is completed in 2018, it will supply China with about 15 percent of its natural gas, Russia’s Rosneft and China’s National Petroleum Corporation are jointly exploring oil and gas reserves in the arctic, and the Russians have also offered China a stake in the huge Vankor oil field in East Siberia. Since January 2014, some 30 percent of Russian oil exports have gone to Asia.

 

Teheran is reaching out to Beijing as well. Iran and China have negotiated a deal to trade Iran’s oil for China’s manufactured goods. Beijing is currently Iran’s number one customer for oil. In late September, two Chinese warships paid a first ever visit to Iran, and the two countries navies carried out joint anti-piracy and rescue maneuvers.

 

For India and Pakistan, energy is a major concern, and membership in the oil and gas rich SCO is a major plus. Whether that will lead to a reduction of tensions between New Delhi and Islamabad over Kashmir is less certain, but at least the two traditional enemies will be sitting down to talk about economic cooperation and regional security on a regular basis.

 

There are similar tensions between SCO members Uzbekistan and Kyrgyzstan over borders, and both countries, plus Tajikistan, have squabbled over water rights.

 

Most SCO members are concerned about security, particularly given the imminent departure of the U.S. and NATO from Afghanistan. That country might well descend into civil war, one that could have a destabilizing effect on its neighbors. Added to that is the U.S.-NATO-Gulf monarchy jihad against the Assad regime in Syria, a conflict that is raising yet another generation of mujahedeen that will some day reappear in their home countries—some of them SCO members—trained and primed for war.

 

From Aug. 24 -29, SCO members China, Russia, Kazakhstan, Kyrgyzstan, and Tajikistan took part in “Peace Mission 2014,” an anti-terrorist exercise to “subdue” a hypothetical Central Asia city that had become a center for terrorist activity. The drill involved aircraft, 7.000 troops, armored vehicles, and drones, and according to China’s Chief of Staff, Fang Fenghui, was aimed at the “three evil forces of terrorism, separatism, and extremism.”

 

The problem with General Fang’s definition of “terrorism” is that it can easily be applied to minorities or local groups with legitimate complaints about their treatment by SCO member governments.

 

China has come down hard on Turkic speaking Uyghurs in Xinjiang Province, who have been resisting marginalization by China’s dominant ethnic group, the Han. Uyghur scholar IIham Tohti was recently sentenced to life imprisonment for “separatist activity.”

 

Beijing has also suppressed demands for independence or more autonomy by Tibetans—who it also labels “separatists” –even though China has no more a claim over Tibet than Britain did to India or Ireland. All of them were swept up by empires at the point of a sword.

 

The BRICS and the SCO are the two largest independent international organizations to develop over the past decade, but there are others as well. In Latin America, Mercusur—Argentina, Brazil, Paraguay, Uruguay, and Venezuela—is the third largest trade grouping in the world. Associate members include Chile, Colombia, Bolivia, Ecuador, and Peru. Mexico and New Zealand have observer status. The newly minted Union of South American Nations (USAN) includes every country in South America, including Cuba, and has largely replaced the Cold War relic, the Organization of American States (OAS) that excluded Havana. While the U.S. and Canada are part of the OAS, they were not invited to join USAN.

 

What role these new organizations will play internationally is not clear. Certainly sanction regimens will be harder to maintain because the SCO and the BRICS create alternatives. South Africa, for instance, announced that it would begin buying Iran oil in the next few months, an important breach in the sanctions against Iran. But being in the same organization does not automatically translate into having the same politics on international questions.

 

The BRICS and the recent Israeli invasion of Gaza are a case in point. China called for negotiations. Russia was generally neutral (but friendly toward the Netanyahu government, in part because there are lots of Russians in Israel). India was silent—Israel is New Delhi’s number one source of arms. South Africa was critical of Israel, and Brazil withdrew its ambassador

 

In comparison, NATO was generally supportive of the Israeli actions, Turkey being the odd man out. There is more political uniformity among NATO countries than there is among SCO and BRICS nations, although there is growing opposition in the ranks of the European Union (EU) over Washington’s hard line approach on the Ukraine. The U.S. does $26 billion in trade with Russia, the EU $370 billion. Russia also supplies Europe with 30 percent of its natural gas, although that reaches 100 percent for countries like Finland. Most EU countries—the Baltic nations and Poland being the exceptions—see little percentage in a long, drawn out confrontation with Russia.

 

These independent poles are only starting to develop and it is hardly clear what their ultimate impact on international politics will be. But the days when the IMF, World Bank, and U.S. Treasury could essentially dictate international finances and intimidate or crush opponents with an avalanche of sanctions are drawing to a close.

 

The BRICS and the Shanghai Cooperation Organization are two nails in that coffin.

From the ice-bound passes of the Hindu Kush to the blazing heat of the Karakum Desert, Central Asia is a sub-continent steeped in illusion. For more than two millennia conquerors have been lured by the mirage that it is a gateway to immense wealth: China to the east, India to the south, Persia to the west, and to the north, the riches of the Caspian basin. Greeks, Persians, Arabs, Mongols, British, and Soviets have all come and gone, leaving behind little more than forgotten graveyards and the detritus of war.

Americans and our NATO allies are next.

It is a cliché that Afghanistan is the graveyard of empires, but a cliché doesn’t mean something is not true, just that it is repeated over and over again until the phrase becomes numbing. It is a tragedy that the US was “numb” to that particular platitude, although we have company. In the past 175 years England has invaded Afghanistan four times.

Our 2001 invasion was itself built on a myth—that the Taliban had attacked the US on 9/11 was fabricated to lay the groundwork for the invasion of Iraq 17 months later. That both invasions turned into disasters is hardly surprising. Rudyard Kipling and TE Lawrence predicted those outcomes more than a 100 years ago.

Most of all, the war has been a calamity for the Afghan people. The country has staggered through more than 30 years of war. According to a recent UN survey, conditions for Afghans in the southern part of the country are desperate. Some one-third of the area’s young children—one million under the age of five—are acutely malnourished. “What’s shocking is that this is really high by global standards,” Michael Keating, deputy head of the UN mission to Afghanistan, told the Guardian (UK). “This is the kind of malnutrition you associate with Africa, and some of the most deprived parts of the world, not with an area that has received so much international attention and assistance.”

The area in question embraces Kandahar and Helmand, the two provinces targeted by Washington’s 2009 troop surge. That the provinces have widespread malnutrition and are still deeply restive—both are among the most dangerous areas in the country— is a commentary on the futility of the entire endeavor.

The question is, what now? How the White House answers that will go a long way toward determining whether Afghanistan can begin to extricate itself from its long, national nightmare, or once again collapse into civil war that could destabilize the entire region.

There are a couple of truths the White House will need to absorb.

First, there can be no “residual” force left in the country. Right now the Obama administration is trying to negotiate a status force agreement that will allow it to keep anywhere from 6,000 to 15,000 troops in the country to train the Afghan army and pursue al-Qaeda. Such an agreement would exempt US forces from local laws, and is a non-starter for Afghans from the get go. The Taliban and their allies—in particular the highly effective and quite lethal group, the Haqqanis—will not allow it, and insisting that US troops remain in the country will guarantee the war continues.  If there is one truth in Afghanistan, it is that the locals don’t cotton to outsiders.

Nor are the regional neighbors very enthusiastic about having the American military in residence next door. Since those neighbors—specifically Iran, China, Pakistan and Russia—will be central to any final settlement, one does not want to annoy them. It doesn’t take much effort to derail a peace process in Afghanistan.

As for al-Qaeda, it doesn’t exist in Afghanistan, and it is even a specter of its former self in Pakistan. In any case, the Taliban and its allies are focused on local issues, not worldwide jihad, and pose no threat to the US or NATO. Indeed, way back in 2007, Mullah Omar, leader of the Afghan Taliban, pledged that the organization would not interfere in the affairs of any other country.

The White House can get the ball rolling by finally closing down Guantanamo and releasing its Taliban prisoners. Pakistan has already started its prisoner release. Washington must also stop its aggressive use of drones and Special Forces to pursue Taliban leaders. These so-called “night raids” and drone assassinations are not only provocative, but make any final agreement more difficult to negotiate. The US has already decapitated much of Taliban’s mid-level leadership, which, in turn, has atomized the organization into scores of local power centers. In fact, that decentralization may make reaching a final agreement much more difficult, because no single person or group of people will be empowered to negotiate for local Taliban affiliates.

In the long run the war will most likely be resolved the way most things end in Afghanistan: in a compromise. For all their war-like reputation, Afghans really excel in the art of the deal. The Taliban will be part of the government, but all the scare talk about Islamic extremists sweeping into power is exaggerated. The Taliban are mostly based in the Pashtun-dominated south and east, and they will remain the biggest players in Helmand, Kandahar and Paktika provinces. But Pashtuns only make up a plurality in the country—about 42 percent—and will have to compromise with the other major ethnic groups, the Tajiks, Uzbeks and Hazaras. Even when the Taliban ruled the country it never succeeded in conquering northern Afghanistan, and it has less support today than it did then.

One major danger comes from US support for local militias that do nothing to control the Taliban, but are quite successful at building up provincial warlords and protecting the opium trade (harvests increased 18 percent over a year ago). The Soviets followed exactly the same path, one that eventually led to the devastating 1992-96 civil war.

In short, the US needs to get out, and as quickly as possible. Its NATO allies have already boarded that train—the French are leaving a year early, the Dutch are gone, and the Brits are bunkered down—and prolonging the war is more likely to end in a debacle than any outcome favored by Washington. It is not our country, we don’t get to determine its history. That is a lesson we should have learned in Vietnam, but apparently did not.

The future of Afghanistan is linked to Pakistan, where current US policy is in shambles. A recent poll found that 74 percent of Pakistanis considered Washington an enemy. Many attribute those figures to the deeply unpopular American drone war that has killed scores of civilians. The drones have definitely made a bad situation worse, but the dispute goes deeper than missile-toting Predators and Reapers.  Pakistan is legitimately worried about its traditional opponent in the region, India, and Islamabad views Afghanistan as part of its “strategic depth”—a place to which to retreat in case of an attack by the much stronger Indian Army. Given that Pakistan has lost four wars with its southern neighbor, paranoia about the outcome of a fifth is understandable.

Instead of showing sensitivity to this concern, Washington has encouraged India to invest in Afghanistan, which it has done to the tune of over $2 billion. India even has paramilitary forces deployed in southern Afghanistan. Further, the Obama administration has taken Kashmir off the table, in spite of the fact that, in the run-up to the 2008 elections, Obama promised to seek a solution to the long-running conflict. Dropping Kashmir was a quid pro quo for a growing alliance between New Delhi and Washington aimed at containing an up and coming China.

But Kashmir is far too dangerous to play the role of a regional pawn. India and Pakistan came very close to a nuclear war over the area in the 1999 Kargil incident, and both countries are currently accelerating their nuclear weapons programs. Pakistani and Indian military leaders have been distressingly casual about the possibility of a nuclear war between the two countries. Rather than actively discouraging a nuclear arms race, Washington has made it easier for New Delhi to obtain fuel for its nuclear weapons programs, in spite of the fact that India refuses—along with Pakistan—to sign the Nuclear Non-Proliferation Treaty. As with agreeing to mute concerns over Kashmir, the US’s waver of the NNPT is part of Washington’s campaign to woo India into an alliance against China. A nuclear exchange between the two South Asian countries would not only be a regional catastrophe, but would have a worldwide impact.

Independent of the dangers Kashmir poses for the region and the world, its people should have the right to determine their own future, be it joining Pakistan, India, or choosing the path of independence. A UN sponsored referendum would seem the obvious way to let Kashmir’s people take control of their won destiny.

For starters, however, the US should demand that New Delhi accept a 2004 Indian government commission’s recommendation to repeal the Armed Forces Special Powers Act, which Human Rights Watch calls “a tool of state abuse, oppression and discrimination.” The Special Powers Act was first created to control Catholics in Northern Ireland and then applied across Britain’s colonial empire. It is used today by Israel in the Occupied Territories and India in Kashmir. It allows for arrests without warrants, indefinite detainments, torture, and routine extra-judicial killings.

Washington’s fixation with lining up allies against China has also seen the US cut corners on human rights issues in Sri Lanka, Burma, and Indonesia. But recreating a version of the old Cold War alliance system in the region is hardly in the interests of Central and South Asians—or Americans, for that matter. India and Pakistan do not need more planes, bombs and tanks. They need modernized transport systems, enhanced educational opportunities, and improved public health. The same can be said for Americans.

There was a time when countries in Central and South Asia were responsible for much of world’s wealth and productive capacity. In 1750, India produced 24.5 percent of the world’s manufactured goods. England, in contrast, produced 1.9 percent. By 1850, the world had turned upside down, as colonialism turned—or to use the anthropologist Clifford Geertz’s term, “de-evolved”—India from a dynamic world leader to an economic satrap of London. The region is emerging from its long, colonial nightmare, and it does not need—indeed, cannot afford—to be drawn into alliances designed half a world away. It is time to bring the 21st century’s version of “the Great Game” to an end.

Two years ago Turkey was on its way to being a player in Central Asia, a major power broker in the Middle East, and a force in international politics. It had stepped in to avoid a major escalation of the 2008 war between Georgia and Russia by blocking U.S. ships from entering the Black Sea, made peace with its regional rivals, and, along with Brazil, made a serious stab at a peaceful resolution of the Iran nuclear crisis.

Today it is exchanging artillery rounds with Syria. Its relations with Iraq have deteriorated to the point that Baghdad has declared Ankara a “hostile state.” It picked a fight with Russia by forcing down a Syrian passenger plane and accusing Moscow of sending arms to the regime of Bashar al-Assad. It angered Iran by agreeing to host a U.S. anti-missile system (a step which won Turkey no friends in Moscow either). Its war with its Kurdish minority has escalated sharply.

What happened? The wages of religious solidarity? Ottoman de’je vu?

There is some truth in each of those suggestions, but Turkey’s diplomatic sea change has less to do with the Koran and memories of empire than with Illusions and hubris. It is a combination that is hardly rare in the Middle East, and one that now promises to upend years of careful diplomacy, accelerate unrest in the region, and drive Turkey into an alliance with countries whose internal fragility should give the Turks pause.

If there is a ghost from the past in all this, it is a growing alliance between Turkey and Egypt.

Population-wise, the two countries are among the largest in the region, and both have industrial bases in an area of the world where industry was actively discouraged by a century of colonial overlords (the Turks among them). Ankara recently offered $2 billion in aid to cash-strapped Egypt, and both countries have moderate Islamic governments. Cairo and Ankara have also supported the overthrow of the Assad regime.

“Apparently now Egypt is Turkey’s closest partner in the Middle East,” Gamel Soltan of American University in Cairo told the New York Times. But while Egypt was once the Ottoman’s wealthiest provinces, 2012 is not the world of sultans and pashas, and, in this case, old memories may well be a trap.

Egypt is deeply mired in poverty and inequality. Indeed, it was as much the economic crisis gripping the region as issues of democracy and freedom that filled Tahrir Square. Cairo is in serious debt and preparing a round of austerity measures that will sharpen that inequality. The government of President Mohamed Morsi announced it will slice gas subsidies, which will fall particularly hard on the poor, especially given a jobless rate of over 12 percent and youth unemployment running at more than double that.

At first glance, both governments have a lot in common, particularly because Turkey’s Justice and Development Party (AKP) and Egypt’s Muslim Brotherhood are considered “moderately” Islamic. But many in the Brotherhood consider the AKP and Turkish Prime Minister Recep Tayyip Erdogan far too “moderate”—in Turkey it is still illegal to wear a head scarf if you run for public office or work in a government office.   While the West considers Morsi’s and Erdogan’s government “Islamic,” some of the jihadists groups Cairo and Ankara are aiding in their efforts to overthrow the Assad regime in Syria consider the Egyptian and Turkish government little more than non-believers or apostates.  As Middle East expert Robert Fisk puts it, the jihadists are a scorpion that might, in the end, sting them both, much as the Taliban has done to its Pakistani sponsors.

Turkey apparently hopes to construct a triangle among Ankara, Cairo, and the wealthy oil monarchies of the Gulf Cooperation Council—Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, and the United Arab Emirates (Jordan and Morocco, two other monarchies, have been asked to join). The combination of population, industry, and wealth, goes the thinking, would allow that alliance to dominate the region.

The Council does have enormous wealth at its disposal, but how stable are autocratic monarchies in the wave of the democratic aspirations raised by the Arab Spring? Bahrain’s king rules through the force of the Saudi Army. Saudi Arabia itself is struggling to provide jobs and housing for its growing population, while weighed down by inequality, high unemployment, rampant corruption, and a restive Shia minority in its eastern provinces. Jordan’s monarch is wrestling with an economic crisis and a political opposition that is pressuring king Abdullah II for a constitutional monarchy.

How this new alliance will affect the Palestinians is not clear. Turkey had a falling out with Israel in 2009, and Egypt and Qatar have been sharply critical of Tel Aviv’s treatment of the Palestinians. So far, however, it appears the Islamic group Hamas in Gaza will benefit more than the secular Palestinian National Authority in the West Bank.

With the exception of Bahrain, all the countries involved have large Sunni majorities that, at first glance, would put them on the same page religiously. But most the Gulf monarchs are aligned with radical Islamic groups, some of which have morphed into al-Qaeda-like organizations that have destabilized countries from Pakistan to Iraq. On occasion, these groups have turned on their benefactors, as Osama bin Laden did on Saudi Arabia.

Such Islamic groups are increasingly active in the Syrian civil war, where Turkey finds itself in a very similar role to the one played by Pakistan during the 1979-89 Soviet-Afghan war. Some of the groups Pakistan nurtured during those years have now turned on their patrons. Will Turkey become the next Pakistan? In an interview with the Financial Times, one Syrian insurgent said that many of the rebels were stockpiling ammunition for “after the revolution.”

Bulent Alizira of the Center for Strategic and International Studies told the Financial Times that Turkey is in danger of becoming “like Pakistan, which became the forward base for the Afghan rebels. If that were to happen, it could confront all the pressures that Pakistan faced and from which it has never recovered.”

And why would the Erdogan government pick a fight with Russia? Russia is a major trading partner, and Turkey is keen on establishing good relations with the Shanghai Cooperation Organization (SCO) founded by Russia and China in 2001. The organization includes most of the countries in Central Asia, plus observers from India, Pakistan, Iran, and Afghanistan. The SCO accounts for 75 percent of the world’s energy resources and population, and coordinates everything from trade to oil and gas pipelines. Why would Ankara irritate one of the major players in the SCO?

Might it be pique at Moscow for blocking more aggressive measures by the UN Security Council to intervene in the Syrian civil war?  Russia, along with China, has consistently called for a political resolution to the Syria crisis, while Turkey has pursued a strategy of forcible regime change.  Erdogan has a reputation for arrogance and letting his temper get the best of him.

“His personal ambitions and overweening certainties may be eclipsing his judgment,” Morton Abramowitz of the Century Foundation told UPI, “and affecting Turkish interests.” Abramowitz served in the Carter and Reagan administrations and was appointed ambassador to Turkey from 1989 to 1991. He is also a director at the National Endowment for Democracy.

Relations between Turkey and Iran have also cooled, in part because of the U.S. anti-missile system, but also because Ankara is trying to overthrow one of Iran’s few allies in the region. In any case, backing Sunni jihadists against the Alawite Assad regime is hardly going to go down well in Shia Iran, or for that matter, in Shia Iraq. The Alawites are a branch of Shism.

Why, too would Turkey alienate major trading partners like Iran and Iraq? It is possible that the wealthy monarchies of the Gulf—who are anti-Shia and view Iran as their greatest threat— made Ankara an offer it can’t refuse. Whether the monarchies can deliver in the long run is another matter.

In the meantime, the Syrian war has unleashed the furies.

*Car bombs have made their appearance one again in Lebanon.

*The Kurds have bloodied the Turkish Army.

*Hundreds of thousands of refugees have poured out of Syria, and the fighting inside the country is escalating.

*Anti-aircraft missiles—the Russian SAM-7, or Strela, most likely “liberated” during the Libya war—have made an appearance. The hand-fired missiles may indeed discomfort Syrian aircraft, but if they get into the hands of the Kurds, Turkish helicopters will be in trouble as well, as will any number of other air forces, from Lebanon to Jordan. A Strela was fired at an Israeli aircraft in the Gaza Strip Oct. 16.

Turkey’s role in the Syrian civil war finds little resonance among average Turks. Some 56 percent disagree with the policy, and 66 percent oppose allowing Syrian refugees into the country.

“We are at a very critical juncture,” journalist Melih Asik told the New York Times. “We are not only facing Syria, but Iran, Iraq, Russia and China. Behind us we have nothing but the provocative stance and empty promises of the US.”

Four years ago Turkey set out to build strong ties with other countries in the region—“zero problems with the neighbors”—and decrease its dependence on the US. Today those policy goals are in shambles. But that is where illusion and hubris lead.

In the aftermath of the Nov. 26 NATO attack on two border posts that killed 24 Pakistani soldiers, the question being asked is whether the assault was a  “fog of war” incident or a calculated hit aimed at torpedoing peace talks in Afghanistan? Given that the incident has plunged relations between Washington and Islamabad to a new low at a critical juncture in the 10-year war, the answer is vitally important

According to NATO, U.S. and Afghan troops came under fire from the Pakistani side of the border and retaliated in self-defense. American officials have suggested that the Taliban engineered the incident in order to poison U.S.-Pakistani relations. But there are some facts suggesting that the encounter may have been more than a “friendly fire” encounter brought on by a clever foe, an ill-defined border, and the normal chaos of the battlefield.

Afghan Taliban commander Mullah Samiullah Rahmani denies they were even in the area—and the insurgent group is never shy about taking credit for military engagements (of course, if deception was involved that is what the Taliban would say). However, this particular region is one that the Pakistani army has occupied for several years and is considered fairly “cleansed” of insurgents.

The incident was not the case of a drone attack or bombing gone awry, a common enough event. For all the talk of “precision weapons” and “surgical strikes,” drones have inflicted hundreds of civilian deaths and 500 lb bombs have very little in common with operating rooms. Instead, the NATO instruments were Apache attack helicopters and, according to Associated Press, an A-130 gunship. In short, the assault was led by live pilots presumingly indentifying targets to their superiors.

Those targets were two border forts, architecture that has never been associated with the Taliban. It is true the border between Pakistan and Afghanistan is porous and not always clearly defined, but the Afghan insurgents don’t build concrete posts. A “fort” is duck soup for a drone or a fighter-bomber, which is why the Taliban favor caves and hidden bunkers.

Naturally enough, both sides disagree on what happened. The Americans say they took fire from the Pakistani border, engaged in a three-hour running fight, and called in the choppers at the end of the battle.

But, according to the Pakistanis, there was no fire from their side of the border, and helicopters started the battle, which went on for a little less than two hours. Pakistan also says there were two Apache attacks. The first struck outpost Volcano, and when the fort’s nearby companion, outpost Boulder, fired on the helicopters, it also came under assault. Pakistan claims that its military contacted NATO to warn them they were attacking Pakistani troops, but the firing continued. The helicopters finally withdrew, only to reappear and renew the attack when the Pakistanis tried to reinforce the besieged forts.

Might it have been a matter of bad intelligence?

According to the Pakistanis, Islamabad has been careful to identify its posts to NATO in order to avoid incidents exactly like this. Pakistan Gen. Ashfaq Nadeem said, “it is not possible” that the “NATO forces did not know of the location of the Pakistani posts.”  Pakistan Gen. Ashram Nader called the attack a “deliberate act of aggression.”

Could it have been “deliberate”? Mistakes happen in war, but the timing of this engagement is deeply suspicious.

It comes at a delicate moment, when some 50 countries were preparing to gather in Bonn, Germany for talks aimed at a settling the Afghan War. Central to that meeting is Pakistan, the only country in the region with extensive contacts among the various insurgent groups. If the U.S. plans to really withdraw troops by 2014, it will need close cooperation with Pakistan.

“This could be a watershed in Pakistan’s relations with the U.S.,” Islamabad’s high commissioner to Britain, Wajid Shamsul Hasan, told the Guardian (UK). “It could wreck the time table for the American troop withdrawal.”

Pakistan has now withdrawn from the Bonn talks, and relations between Washington and Islamabad are as bad as they have ever been. The Pakistanis have shut down two major land routes into Afghanistan, routes over which some 50 percent of supplies for the war move. Islamabad has also demanded that the CIA close down its drone base at Shamsi in Pakistan’s Balochistan Province.

Who would benefit from all this fallout?

It is no secret that many in the U.S. military are unhappy about the prospect of negotiations with the Taliban, in particular the organization’s most lethal ally, the Haqqani Group. There is an unspoken but generally acknowledged split between the Defense Department and the State Department, with the former wanting to pound the insurgents before sitting down to talk, while the latter is not sure that tactic will work. Could someone on the uniformed side of the division have decided to derail, or at least damage, the Bonn meeting?

It is also no secret that not everyone in Afghanistan wants peace, particularly if it involves a settlement with the Taliban. The Northern Alliance, made up of mostly Tajiks and Uzbeks, want nothing to do with the Pashtun-based Taliban that is mainly grouped in the south and east, and in the tribal regions of Pakistan. The Afghan Army is mostly Tajik, who not only make up the bulk of the soldiers, but 70 percent of the command staff. President Hamid Karzi is a Pashtun, but he is largely window dressing in the Northern Alliance-dominated Kabul government.

There are broader regional issues at stake as well.

It was no surprise that China immediately came to Pakistan’s defense, with Chinese Foreign Minister Yang Jiechu expressing “deep shock and strong concern” over the incident. China is not happy about the NATO deployment in Afghanistan and less so about the possibility of permanent U.S. bases in that country. At a Nov. 2 meeting in Istanbul, China, along with Pakistan, Iran and Russia, opposed a long-term American deployment in the area.

Iran is worried about the threat of U.S. military power on its border, Islamabad is concerned that prolonging the war will further destabilize Pakistan, and Beijing and Moscow are suspicious that the Americans have their sights set on Central Asia gas and oil resources. Both Russia and China rely on Central Asia hydrocarbons, the former for export to Europe, and the latter to run its burgeoning industries.

China is also anxious about the Obama administration’s recent strategic shift toward Asia. The U.S. has openly intervened in disputes between China and its Southeast Asian neighbors in the South China Sea, and recently signed an agreement to deploy 2,500 Marines in Australia. Washington has also tightened its ties with Indonesia and warmed up to Myanmar. To China, all this looks like a campaign to surround Beijing with U.S. allies and to keep its finger on the Chinese energy jugular vein. Some 80 percent of China’s oil moves through the Indian Ocean and South China Sea.

A key ingredient in any formula to offset Beijing’s growing power and influence in Asia is the role of India. New Delhi has traditionally been neutral in foreign policy, but, starting with the Bush administration, it has grown increasingly close to Washington. China and India have a prickly relationship dating back to the 1962 border war between the two countries and China’s support for India’s traditional enemy, Pakistan. China claims on part of India’s border area have not improved matters.

India would also like a Taliban-free government in Kabul, and anything that discomforts Islamabad is just fine with New Delhi. There are elements in the American military and diplomatic community that would like to see Washington dump its alliance with Pakistan and pull India into a closer relationship. A fair number of Indians feel the same way.

So far, the White House has refused to apologize, instead leaking a story that showing any softness vis-à-vis Pakistan during a U.S. election year is impossible.

In the end, the border fight may turn out to be an accident, although we are unlikely to know that for certain. Military investigations are not known for accuracy, and much of what happened will remain classified.

But with all these crosscurrents coming together in the night skies over Pakistan, maybe somebody saw an opportunity and took it. In a sense, it is irrelevant whether the attack was deliberate or dumb: the consequences are going to be with us for a long time, and the ripples are likely to spread from a rocky hillside in Pakistan to the far edges of the Indian Ocean and beyond.

The writer of the above paragraph is Marvin Kalb, a former network correspondent, Harvard professor emeritus, co-author “Haunting legacy: Vietnam and the American Presidency from Ford to Obama.”

It is false history.

As Paul Jay of the Real News (and before him, the French publication Le Nouvel Observateur) discovered, the Carter administration made the decision to intervene in an Afghan civil war fully six months before the Soviet invasion. In a July 1979 “finding” the White House authorized U.S. military and intelligence agencies to supply the anti-communist mujahideen fighters with money and supplies.

The “finding” was the beginning of “Operation Cyclone,” a clandestine plan aimed at luring the Soviets into invading Afghanistan. From a relatively modest $23 million down payment, Cyclone turned into a multi-billion behemoth—the most expensive intelligence operation in U.S. history—and one that eventually forced the Soviets to withdraw.

Cynics might shrug and respond that isn’t truth always the first casualty of war? Except in this case the casualties are still coming in as the U.S. marks its 10th year occupying Afghanistan. And when one totes up the collateral damage from that July 1979 memo, which led to the eventual victory of the Taliban, it chills the soul.

When the mujahideen went home, they took the war with them, to Yemen, Somalia, Pakistan, India, the Philippines, Indonesia, Central Asia, North Africa, and a host of other places. They also permanently altered the skyline silhouette of New York City. In the annals of disastrous “blowbacks”—unintended consequences flowing from a policy or event—U.S. support for overthrowing the Afghan government and supporting the mujahideen has little competition.

Ancient history?

On Mar. 18, President Obama told the U.S. Congress that U.S. involvement in the war in Libya would be a matter of “days not weeks.” It turns out, lots of days, 227 and counting.

“It’s really quite interesting how resilient and fierce they’ve been,” U.S. Air Force Lt. Gen. Ralph J. Jodice II told the New York Times. “We’re all surprised by the tenacity of the pro-Qaddafi forces.”

Besides the rather creepy use of the word “interesting” to describe people you are trying to blow up with 500-pound bombs and Hellfire missiles, the key word in the general’s statement is “surprised.” Aside from destruction, about the only truth of war is surprise. As Field Marshall Helmuth von Moltke the Elder, Prussian Army chief of staff, and one of the great military minds of the 19th century, once noted, “No battle plan survives contact with the enemy.”

It appears that when the President made those comments, he had been listening to generals, always a very bad idea. President Johnson listened to generals in Vietnam, and they told him some variation of what our current generals obviously told Obama: Piece of cake. We’ll bomb the bejesus out of these Arabs, and in a few days they’ll turn tail and run for the sand dunes.

Except they didn’t.

In the long run the combination of bombing, ground support by British Special Forces, and the unpopularity of the regime will eventually defeat the pro-Qaddafi forces, but because this has turned into a war of some 34-plus weeks, there is going to be some very serious blowback.

For starters, take the 20,000 mobile ground to air missiles, most of which have gone missing. There are two basic kinds that someone—we haven’t the foggiest idea who—has gotten their hands on.

The SA-24 “Grinch”, or Igla-S, is a very dangerous character. It has a range of some three miles, a powerful warhead, and a guidance system that lets it find targets at night. It is similar to the U.S. Stinger that so distressed the Soviets in Afghanistan. Introduced in 1983, it can hit a plane at 11,000 feet. It can also down drones and cruise missiles, and helicopters are toast.

The other ground-to-air is the older Russian SA-7 “Grail,” or Strela-2, originally deployed in the 1968, but upgraded in 1972. It has an infrared detection system—it homes in on an aircraft’s engine heat—and the upgraded model has a filter for screening out decoy flares. The SA-7 is similar, but considerably superior, to the U.S. Redeye. The SA-7 has a range of a little over two miles and can reach up to 16,000 feet.

“We are talking about some 20,000 surface-to-air missiles in all of Libya,” according to Peter Bouckaert, Human Rights emergencies director, who says that “ in every city we arrive, the first thing to disappear are the surface-to-air missiles.” According to Bouckaert, “They could turn all of North Africa into a no-fly zone.”

One prediction: Niger has recently been using helicopters to attack the Tuareg-led Movement of Nigeriens for Justice in the Sahara. Tuaregs are demanding compensation for rich deposits of uranium that French companies are currently mining, and the Niger government has responded with military force. The Qaddafi government supported the Tuaregs in their fight with Niger, and supplied them with weapons. Want to make a bet that the Tuaregs end up with some of those missiles and that the Niger military is about to lose some helicopters?

And the fall of Qaddafi may not end the fighting. Libya is a complex place with strong crosscurrents of tribe and ethnicity. For instance, it is unlikely that the Berbers in the south will accept continued domination by the Arab north.

As for false history: journalism, as the old saw goes, is history’s first draft. According to the mainstream media, the U.S. and NATO got into the Libyan civil war to protect civilians, and indeed, one of the reasons the war has gone on so long is that NATO is reluctant to attack targets in Qaddafi strongholds, like Sirte, because such attacks might result in civilian casualties.

Which makes it hard to explain the Agence France Presse story entitled “NATO, NTC [National Transitional Council] deadlier than Kadhafi diehards: Sirte escapees.”

Sirte, Libya (AFP) Oct. 6, 2011-Fine words from NATO and Libyan new regime fighters about protecting civilians means little to the furious residents of Sirte, whose homes are destroyed and relatives killed in the battle to capture Moamer Kadhafi’s hometown.

 

“Why is NATO bombing us?” asks Faraj Mussam, whose blue minivan was carrying his family of eight jammed in beside mattresses and suitcases as they fled the city this week.”

According to the AFP story, the greatest danger civilians face in Sirte is from NATO bombs and shelling by NTC forces outside the city. A Red Cross official told AFP that there are still tens of thousands of residents in Sirte—it was a city of 100,000 before the February revolution—and they are under constant danger from artillery and bombs.

“When asked if NATO was fulfilling its mission to protect civilians, one aid worker, who asked not to be named because he was not authorized to speak publicly, replied: ‘It wouldn’t seem so.’

 “ ‘There’s a lot of indiscriminate fire,’ he said, adding that many of the Sirte residents and doctors he had spoken to had complained of the deadly results of NATO air strikes.”

According to AFP, NTC soldiers say that firing artillery and rockets into Sirte doesn’t endanger civilians because they are all gone. It is a contention aid workers heatedly dispute.

The UN resolution that authorized the NATO intervention was supposedly aimed at protecting Libyan civilians. It quickly morphed from saving lives to regime change, and somehow the “protect civilians” only seems to apply to those who are on one side of the civil war. Sooner or later that narrative is going to come out, and the next time “protecting civilians” comes up in the UN, it is unlikely to get serious consideration.

More than 30 years ago the U.S. intervened in the Afghan civil war in order to goad our Cold War enemy into a fatal mistake (and then lied about it). We are still paying for that policy.

Eight months ago the U.S. and its allies engineered an intervention in Libya’s civil war behind the cover of protecting civilians, a rationale that is increasingly being challenged by events in that country.

What the “blowback” from the Libyan War is still unclear, it might be a bad idea to invest a lot of your money in commercial air travel, particularly anywhere in Africa, the Middle East or Central Asia. Qaddafi’s days may be numbered, but those SA-24s and SA-7s are going to be around for a long time.

According to the U.S. Central Intelligence Agency (CIA) Director Leon Panetta, the U.S. never informed Pakistan about the operation to assassinate al-Qaeda leader Osama bin Ladin because it thought the Pakistanis could “jeopardize the mission” by tipping off the target.

Maybe, and maybe not. This is, after all, the ground over which the 19th century “Great Game” was played, the essence of which was obfuscation. What you thought you saw or knew was not necessarily what was.

The “official” story is that three CIA helicopters—one for backup—took off from Jalalabad, Afghanistan and flew almost 200 miles to Abbottabad, most of it through Pakistani airspace. Pakistan scrambled jets, but the choppers still managed to land, spend 40 minutes on the ground, and get away.

Is it possible the helicopters really did dodge Pakistani radar? During the Cold War a West German pilot flew undetected through the teeth of the Soviet air defense system and landed his plane in Red Square, so yes. Choppers are slow, but these were stealth varieties and fairly quiet. But at top speed, the Blackhawks would have needed about an hour each way, plus the 40 minutes on the ground. That is a long time to remain undetected, particularly in a town hosting three regiments of the Pakistani Army, plus the Kakul Military Academy, the country’s equivalent of West Point. Abbottabad is also 35 miles from the capital, Islamabad, and the region is ringed with anti-aircraft sites.

Still, it is possible, except there is an alternative scenario that not only avoids magical thinking about what choppers can do, but better fits the politics of the moment: that Pakistan’s Directorate of Inter-Service Intelligence (ISI) knew where Bin Ladin was and fingered him, estimating that his death would accelerate negotiations with the Taliban. Why now? Because for the first time in this long war, U.S. and Pakistani interests coincide.

Gen. Hammad Gul, former head of the ISI, told the Financial Times on May 3 that the ISI knew where he was, but regarded him as “inactive.” Writing in the May 5 Guardian (UK), author Tariq Ali says that a “senior” ISI official told him back in 2006 that the spy organization knew where bin Ladin was, but had no intention of arresting him because he was “The goose that laid the golden egg.” In short, the hunt for the al-Qaeda leader helped keep the U.S. aid spigot open.

Indeed, bin Ladin may have been under house arrest, which would explain the absence of trained bodyguards. By not allowing the al-Qaeda leader a private militia, the ISI forced him to rely on it for protection. And if they then dropped a dime on him, they knew he would be an easy target. As to why he was killed, not captured, neither the U.S. nor Pakistan wanted him alive, the former because of the judicial nightmare his incarceration would involve, the latter because dead men tell no tales.

As for the denials: the last thing the ISI wants is to be associated with the hit, since it could end up making the organization a target for Pakistan’s home-grown Taliban. If the ISI knew, so did the Army, though not necessarily at all levels. Did the Army turn a blind eye to the U.S. choppers? Who knows?

What we do know for certain is that there is a shift in Pakistan and the U.S. with regards to the Afghan war.

On the U.S. side, the war is going badly, and American military and intelligence agencies are openly warring with one another. In December the U.S. intelligence community released a study indicating that progress was minimal and that the 2009 surge of 30,000 troops had produced only tactical successes: “There remains no clear path toward defeating the insurgency.”  The Pentagon counter-attacked in late April with a report that the surge had been “a strategic defeat for the Taliban,” and that the military was making “tangible progress in some really key areas.”

It is not an analysis agreed with by our NATO allies, most of which are desperate to get their troops out of what they view as a deepening quagmire. A recent WikiLeak cable quotes Herman Van Rompuy, president of the European Union, saying “No one believes in Afghanistan anymore. But we will give it 2010 to see results.” He went on to say Europe was only going along “out of deference to the United States.”  Translation: NATO support is falling apart.

Recent shifts by the Administration seem to signal that the White House is backing away from the surge and looking for ways to wind down the war. The shift of Gen. David Petraeus to the CIA removes the major U.S. booster of the current counterinsurgency strategy, and moving Panetta to the Defense Department puts a savvy political infighter with strong Democratic Party credentials into the heart of Pentagon. Democrats are overwhelmingly opposed to the war but could never get a hearing from Secretary of Defense Robert Gates, a Republican.

The last major civilian supporter of the war is Secretary of State Hillary Clinton, but Gates, her main ally, will soon be gone, as will Admiral Mike Mullen, head of the Joints Chiefs of Staff. The shuffle at the top is hardly a “night of the long knives,” but the White House has essentially eliminated or sidelined those in the administration who pushed for a robust war and long-term occupation.

A surge of sanity? Well, at least some careful poll reading. According to the Associated Press, six in 10 Americans want out of the war. Among Democrats 73 percent want to be out in a year, and a USA Today/Gallup Poll found that 72 percent of Americans want Congress to address an accelerated withdrawal. With the war now costing $8 billion a month, these numbers are hardly a surprise.

Pakistan has long been frustrated with the U.S.’s reluctance to talk to the Taliban, and, from Islamabad’s perspective, the war is largely being carried out at their expense. Pakistan has suffered tens of thousands of civilian and military casualties in what most Pakistanis see as an American war, and the country is literally up in arms over the drone attacks.

The Pakistani Army has been deployed in Swat, South Waziristan, and Bajaur, and the U.S. is pressing it to invade North Waziristan. One Pakistani grumbled to the Guardian (UK), “What do they [the U.S.] want us to do? Declare war on our whole country?” For the 30 million Pashtuns in the northwest regions, the Pakistani Army is foreign in language and culture, and Islamabad knows that it will eventually be seen as an outside occupier.

A poll by the New America Foundation and Terror Free Tomorrow of the Federally Administered Tribal Areas in Pakistan’s northwest—home and refuge to many of the insurgents fighting in Afghanistan—found some 80 percent oppose the U.S. war on terror, almost nine in every 10 people oppose U.S. attacks on the Taliban, and three quarters oppose the drone attacks.

The bottom line is that Pakistan simply cannot afford to continue the war, particularly as they are still trying to dig themselves out from under last year’s massive floods.

In April, Pakistan’s top military, intelligence and political leadership decamped to Kabul to meet with the government of Harmid Karzai. The outcome of the talks is secret, but they appear to have emboldened the parties to press the U.S. to start talking. According to Ahmed Rashid, author of “Taliban” and “Descent into Chaos,” the White House is moving “the fledgling peace process forward” and will “push to broker an end to the war.” This includes dropping “its preconditions that the Taliban sever links with al-Qaeda and accept the Afghan constitution before holding face-to-face talks.”

Given that in 2008 the Taliban agreed to not allow any “outside” forces in the country and pledged not to pose a danger to any other country, including those in the West, this demand has already been met. As for the constitution, since it excluded the Taliban it will have to be re-negotiated in any case.

While there appears to be a convergence of interests among the major parties, negotiations promise to be a thorny business.

The Pentagon will resist a major troop drawdown. There is also opposition in Afghanistan, where Tajik, Uzbek, and Hazara minorities are deeply suspicious of the Taliban. The Karzai government also appears split on the talks, although recent cabinet shuffles have removed some of the more anti-Pakistan leaders.

Then there is the Taliban, which is hardly a centralized organization, especially since U.S. drone attacks and night raids have effectively removed more experienced Taliban leaders, leaving younger and more radical fighters in charge. Can Taliban leader Mullah Omar deliver his troops? That is not a given.

Both other insurgent groups—the Haqqani Group and Hizb-i-Islami—have indicated they are open to negotiations, but the Americans will have a hard time sitting down with the Haqqanis. The group has been implicated in the deaths of numerous U.S. and coalition forces. To leave the Haqqani Group out, however, will derail the whole process.

The U.S. would like to exclude Iran, but as Rashid points out, “No peace process in Afghanistan can succeed without Iran’s full participation.” And then there is India. Pakistan sees Indian involvement in Afghanistan as part of New Delhi’s strategy to surround Pakistan, and India accuses Pakistan of harboring terrorists who attack Indian-controlled Kashmir and launched the horrendous 2008 attack on Mumbai that killed 166 people.

Murphy’s Law suggests that things are more likely to end in chaos than reasoned diplomacy. But self-interest is a powerful motivator, and all parties, including India, stands to gain something by ending the war. India very much wants to see the 1,050-mile TAPI pipeline built, as it will carry gas from Turkmenistan, through Afghanistan and Pakistan, to Fazilka, India.

A lot is at stake, and if getting the peace process going involved taking out Osama bin Ladin. Well, in the cynical world of the “Great Game,” to make an omelet, you have to break eggs.

Back in the Victorian era the British Army marched off singing a song:

“We don’t want to fight but by jingo if we do/

We’ve got the ships, we’ve got the men, and we’ve got the money too”

But in the 21st century most our allies’ armies don’t want to fight, ships are useless in Afghanistan, there aren’t enough men, and everyone is broke.

For 33 years the people of Afghanistan have been bombed, burned, shot, tortured and turned into refugees. For at least the moment the pieces are aligned to bring this awful war to an end. It is time to close the book on the “Great Game” and bring the troops home.

Washington—New American intelligence assessments have concluded that Pakistan has steadily expanded its nuclear arsenal since President Obama came to office…for the Obama administration the assessment poses a direct challenge to a central element of the President’s national security strategy, the reduction of nuclear stockpiles around the world.”—New York Times

 

The above words, written this past February, were followed by a Times editorial, titled “Pakistan’s Nuclear Folly,” decrying that “the weapons buildup has gotten too little attention,” and calling on Washington to “look for points of leverage” to stop it.

 

Well, the administration and the Times may be unhappy about Pakistan’s nuclear buildup, but it certainly should not have come as a surprise, nor is there much of a secret to the “points of leverage” that would almost certainly put a stopper on it: scupper the so-called 1-2-3 Agreement between the U.S. and India.

 

Back in 2003, Douglas Feith, then Under Secretary of Defense for Policy in the Bush Administration, pulled together a meeting of the U.S.-India Defense Policy Group to map out a blueprint for pulling New Delhi into an alliance against China. The code word used during the discussions was “stability,” but as P.R. Chari of the Institute for Peace and Conflict Studies noted, “What they really mean is how to deal with China.”

 

The Bush administration changed the Clinton Administration’s designation of China as a “strategic partner” to “strategic competitor,” and in its U.S.-China Security Review concluded that Beijing is “in direct competition with us for influence in Asia and beyond” and that in “the worst case this could lead to war.” Another Pentagon document revealed by Jane’s Foreign Report argued that both India and the U.S. were threatened by China, and that “India should emerge as a vital component of US strategy.”

 

One of the obstacles to that alliance was the Nuclear Non-Proliferation Treaty (NPT), which blocks any country that is not a signer from buying nuclear fuel on the world market. Since neither India nor Pakistan has signed the Treaty, they can’t buy fuel from the 45-member Nuclear Suppliers Group. That has been particularly hard on India because it has few native uranium sources and has to split those between nuclear energy and nuclear weapons. The ban, however, is central to the NPT, and one of the few checks on nuclear proliferation.

 

But the Bush administration proposed bypassing the NPT with the so-called 1-2-3 Agreement that permitted India to purchase nuclear materials even though New Delhi refused to sign the Treaty. India would agree to use the nuclear fuel only in its civilian plants and open those plants for inspection by the International Atomic Energy Agency (IAEA). But the Agreement also allowed India to divert its own domestic supplies to its weapons program, and those plants would remain off the inspection grid. In short, India would no longer have to choose between nuclear power and nuclear weapons: it could have both.

 

In July 2008, Pakistan’s then Foreign Minister Khurshid Kusuri predicted that if the 1-2-3 Agreement went through, “The whole Nuclear Non-Proliferation Treaty will unravel,” and, in a letter to the IAEA, Pakistan warned that the pact “threatens to increase the chances of a nuclear arms race in the subcontinent.”

 

However, neither the Bush administration nor the Obama administration paid any attention to Pakistan’s complaints. The results were predictable.  Pakistan ramped up its nuclear weapons program and may soon pass Britain as the fifth largest nuclear weapons nation in the world.

 

It also dug in its heels at the 65-nation 2011 Conference on Disarmament in Geneva and blocked a proposal to halt the production of nuclear weapons-making material.  The 1-2-3 Agreement and the push to bring India into the Nuclear Suppliers group, warned Ambassador Zamir Akram, were “undermining the validity and sanctity of the international non-proliferation regime” and would “further destabilize security in South Asia.” The Fissile Material Cut-Off Treaty (FMCT) is a priority for the Obama administration.

 

Islamabad is not alone in its criticism of the 1-2-3 Agreement or the FMCT. A number of nations are challenging NPT signers, including the U.S., China, Russia, Britain and France, to fulfill Article VI of the NPT that requires the elimination of nuclear weapons. While the U.S. and Russia have reduced their arsenals, both still have thousands of weapons, and the Americans are in the process of modernizing their current warheads.

 

Pakistan is a far smaller country than India, and would likely face defeat in a conventional conflict. It has already lost three wars to India. Its ace in the hole is nuclear weapons, and some Pakistanis have a distressingly casual view of nuclear war. “You can die crossing the street, or you could die in a nuclear war,” remarked former Pakistan army chief Gen. Mirza Aslem Beg. A BBC poll found that the Pakistani public has an “abysmally low” understanding of the threat.

 

Many Indians are not much better. Former Indian Defense Minister Georges Fernandes commented that “India can survive a nuclear attack, but Pakistan cannot.” And that same BBC poll found that for most Indians “the terror of a nuclear conflict is hard to imagine.”

 

Both countries have recently rolled out cruise missiles that are capable of carrying nuclear warheads. The Pakistani Hatf-7, or “Babur,” has a range of almost 500 miles and a speed of 550 miles. It appears to have been copied from the U.S. BGM-109 “Tomahawk,” several of which crashed in Pakistan during 1998 air strikes against Afghanistan. The Indian PJ-10 BrahMos cruise has a shorter range—180 miles—but a top speed of 2100 mph. India and Pakistan also have ballistic missiles capable of striking major cities in both countries.

 

In its editorial declaiming Pakistan as guilty of “nuclear folly,” the Times pointed out that “Pakistan cannot feed its people [or] educate its children.” Neither can India. As a 2010 United Nations Development Program report discovered, as bad as things are in Pakistan, life expectancy is lower in India, and the gap between rich and poor is greater. In fact, neither country can afford large militaries—Pakistan spends 35 percent of its budget on arms, and India is in the middle of a $40 billion military spending spree—and a nuclear war would not only destroy both countries, but also profoundly affect the entire globe.

 

Nuclear weapons are always folly, but what is sauce for the goose is sauce for the gander. The U.S. currently spends in excess of $1 trillion a year on all defense and security related items, while our education system is starving, our infrastructure is collapsing, and hunger and illiteracy are spreading.  If the Times wants to ratchet down tensions in South Asia, let it call for dumping the 1-2-3 Agreement and beginning the process called for in Article VI of the Nuclear Non-Proliferation Treaty: “Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measure relating to the cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a Treaty of general and complete disarmament under strict and effective international control.”
