When Turkish President Recep Tayyip Erdogan called for a presidential and parliamentary election June 24—jumping the gun by more than a year—the outcome seemed foreordained: the country is under a state of emergency, Erdogan has imprisoned more than 50,000 of his opponents, dismissed 140,000 from their jobs, jailed a presidential candidate, and launched an attack on Syria’s Kurds, that is popular with most Turks.

 

But Erdogan’s seemingly overwhelming strength is not as solid as it appears, and the moves the President is making to insure a victory next month may come back to haunt him in the long run.

 

There is a great deal at stake in the June vote. Based on the outcome of a referendum last year, Turkey will move from a parliamentary system to one based on a powerful executive presidency. But the referendum vote was very close, and there is widespread suspicion that Erdogan’s narrow victory was fraudulent.

 

This time around Turkey’s President is taking no chances. The electoral law has been taken out of the hands of the independent electoral commission and turned over to civil servants, whose employment is dependent on the government. The state of emergency will make campaigning by anything but Erdogan’s Justice and Development Party (AKP) and its ally, the National Action Party (MHP), problematical.

 

But Erdogan called for early elections not because he is strong, but because he is nervous about the AKP’s strong suit, the economy. While growth is solid, unemployment is 11 percent (21 percent for youth), debts are piling up and inflation—12 percent in 2017—is eating away at standards of living.

 

The AKP’s 16-year run in power is based on raising income for most Turks, but wages fell 2 percent over the past year, and the lira plunged 7.5 percent in the last quarter, driving up the price of imported goods. Standard & Poor’s recently downgraded Turkish bonds to junk status.

 

Up until now, the government has managed to keep people happy by handing out low interest loans, pumping up the economy with subsidies and giving bonuses to pensioners. But the debt keeps rising, and investment—particularly the foreign variety— is lagging. The Turkish economy appears headed for a fall, and Erdogan wants to secure the presidency before that happens.

 

To avoid a runoff, Erdogan needs to win 50 percent of the vote, and most polls show him falling short, partly due to voter exhaustion with the endless state of emergency. But this also reflects fallout from the President’s war on the Kurds, domestic and foreign.

 

The AKP came to power in 2002 with a plan to end the long-running war with Turkey’s Kurdish minority. The government dampened its suppression of Kurdish language and culture, and called a truce in the military campaign against the Kurdish Workers Party.

 

But the leftist Kurdish-based People’s Democratic Party (HDP) broke through the 10 percent threshold in 2015 to put deputies in the Parliament, denying the AKP a majority. Erdogan promptly declared war on the Kurds. Kurdish deputies were imprisoned, Kurdish mayors were dismissed, Kurdish language signs were removed, and the Turkish Army demolished the centers of several majority Kurdish cities.

 

Erdogan also forced a new election—widely seen as fraudulent—and re-claimed the AKP’s majority.

 

Ankara also turned a blind eye to tens of thousands of Islamic State and Al-Qaeda fighters who crossed the Turkish border to attack the government of Bashar al-Assad and Syria’s Kurdish population. The move backfired badly. The Kurds—backed by American air power—defeated the Islamic State and Al-Qaeda, and the Russians turned the tide in Assad’s favor.

 

Turkey’s invasion of Syria—operations Olive Branch and Euphrates Shield— is aimed at the Syrian Kurds and is supported by most Turks. But, no surprise, it has alienated the Kurds, who make up between 18 and 20 percent of Turkey’s population.

 

The AKP has traditionally garnered a substantial number of Kurdish voters, in particular rural, conservative ones. But pollster Kadir Atalay says many Kurdish AKP supporters felt “deceived and abandoned” when Erdogan went after their communities following the 2015 election. Kurds have also been alienated by Erdogan’s alliance with the extreme rightwing nationalist MHP, which is violently anti-Kurdish.

 

According to Atalay, alienating the Kurds has cost the AKP about 4 percent of the voters. Considering that the AKP won 49.5 percent of the vote in the last national election, that figure is not insignificant.

 

The progressive HDP is trying hard to win over those Kurds. “The Kurds—even those who are not HDP supporters, will respond to the Afrin operation [invasion of Syria], the removal of Kurdish language signs, and the imprisonment of [Kurdish] lawmaker,” HDP’s parliamentary whip Meral Danis Bestas told Al Monitor.

 

The HDP, whose imprisoned leader, Selahatt Demirtas, is running for president, calls for a “united stance” that poses “left-wing democracy” against “fascism.” The danger is that if the HDP fails to get at least 10 percent of the vote, its current seats will taken over by the AKP.

 

Erdogan has also alienated Turkey’s neighbors. He is in a tense standoff with Greece over some tiny islands in the Aegean Sea. He is at loggerheads with a number of European countries that have banned him from electioneering their Turkish populations for the June 24 vote. And he is railing against NATO for insulting Turkey. He does have a point—a recent NATO exercise designated Turkey “the enemy.

 

However, Erdogan’s attacks on NATO and Europe are mostly posturing. He knows Turkish nationalists love to bash the European Union and NATO, and Erdogan needs those votes to go to him, not the newly formed Good Party—a split from the rightwing MHP—or the Islamist Felicity Party.

 

No one expects the opposition to pull off an upset, although the centrist and secular Republican People’s Party (CHP) has recently formed an alliance with the Good Party, Felicity, and the Democratic Party to insure that all pass the 10 percent threshold for putting deputies in parliament.

 

That electoral alliance excludes the leftist HDP, although it is doubtful the Kurdish-based party would find common ground with parties that supported the jailing of its lawmakers. Of the Party’s 59 deputies, nine are in jail and 11 have been stripped of their seats.

 

There is an outside chance that Erdogan could win the presidency but lose his majority in Parliament. If the opposition does win, it has pledged to dump the new presidential system and return power to parliament.

 

The election will be held essentially under martial law, and Erdogan has loaded all the dice, marked every card, and rigged every roulette wheel.

 

There is virtually no independent media left in the country, and there are rumors that the AKP and the MHP have recruited and armed “supporters” to intimidate the opposition. A disturbing number of guns have gone missing since the failed 2016 coup.

 

However, as Max Hoffman of the Center for American Progress notes, the election might not be a “slam dunk.” A run-off would weaken Erdogan just when he is preparing to take on a number of major problems other than the economy:

 

 

  • *Turkey’s war with the Kurds has now spread into    Syria and Iraq.
  • In Syria, Assad is likely to survive and Turkey will find it difficult—and expensive—to permanently occupy eastern Syria. Erdogan will also to have to deal with the thousands of Islamic State and al-Qaeda fighters now in southern Turkey.
  • Growing tensions with Egypt over the Red Sea, and Ankara’s new alliance with Sudan, which is at odds with Cairo over Nile River water rights.
  • The strong possibility of a U.S confrontation with Iran, a nominal ally and important trading partner for Turkey.
  • The possibility—remote but not impossible—that Turkey will get into a dustup with Greece.
  • And last, the rising price of oil—now over $70 a barrel—and the stress that will put on the already indebted Turkish economy.

 

The Turkish president may get his win next month, but when trouble comes, he won’t be able to foist it off on anyone. He will own it.

The Tortured Politics behind the Persian Gulf Crisis

The splintering of the powerful Gulf Cooperation Council (GCC) into warring camps—with Qatar, supported by Turkey and Iran, on one side, and Saudi Arabia, Bahrain and the United Arab Emirates (UAE), supported by Egypt, on the other—has less to do with disagreements over foreign policy and religion than with internal political and economic developments in the Middle East. The ostensible rationale the GCC gave on June 4 for breaking relations with Qatar and placing the tiny country under a blockade is that Doha is aiding “terrorist’ organizations. The real reasons are considerably more complex, particularly among the major players.

 

Middle East journalist Patrick Cockburn once described the Syrian civil war as a three-dimensional chess game with five players and no rules. In the case of the Qatar crisis, the players have doubled and abandoned the symmetry of the chessboard for “Go,” Mahjong, and Bridge.

 

Tensions among members of the GCC are longstanding. In the case of Qatar, they date back to 1995, when the father of the current ruler, Emir Tamin Al Thani, shoved his own father out of power. According Simon Henderson to of the Washington Institute for Near East Policy, Saudi Arabia and the UAE “regarded the family coup as a dangerous precedent to Gulf ruling families” and tried to organize a counter coup. The coup was exposed, however, and called off.

 

Riyadh is demanding that Qatar sever relations with Iran—an improbable outcome given that the two countries share a natural gas field in the Persian Gulf—and end Doha’s cozy ties to the Muslim Brotherhood. Indeed, if there is any entity in the Middle East that the Saudis hate—and fear—more than Iran, it is the Brotherhood. Riyadh was instrumental in the 2013 overthrow of the Brotherhood government in Egypt and has allied itself with the Israelis to marginalize Hamas, the Palestinian version of the Brotherhood that dominates Gaza.

 

But fault lines in the GCC do not run only between Saudi Arabia, the UAE and Qatar. Oman, at the Gulf’s mouth, has always marched to its own drummer, maintaining close ties with Saudi Arabia’s regional nemesis, Iran, and refusing to go along with Riyadh’s war against the Houthi in Yemen. Kuwait has also balked at Saudi dominance of the GCC, has refused to join the blockade against Doha, and is trying to play mediator in the current crisis.

 

The siege of Qatar was launched shortly after Donald Trump’s visit to Saudi Arabia, when the Saudi’s put on a show for the U.S. President that was over the top even by the monarchy’s standards. Wooed with massive billboards and garish sword dances, Trump soaked up the Saudi’s view of the Middle East, attacked Iran as a supporter of terrorism and apparently green-lighted the blockade of Qatar. He even tried to take credit for it.

 

Saudi Arabia, backed by Bahrain, Egypt, and the UAE, along with a cast of minor players, made 13 demands on Doha that it could only meet by abandoning its sovereignty. They range from the impossible—end all contacts with Iran—to the improbable—close the Turkish base—to the unlikely—dismantle the popular and lucrative media giant, Al Jazeera. The “terrorists” Doha is accused of supporting are the Brotherhood, which the Saudi’s and the Egyptians consider a terrorist organization, an opinion not shared by the U.S. or the European Union.

 

On the surface this is about Sunni Saudi Arabia vs. Shiite Iran, but while religious differences do play an important role in recruiting and motivating some of the players, this is not a battle over a schism in Islam. Most importantly, it is not about “terrorism,” since many of the countries involved are up to their elbows in supporting extremist organizations. Indeed, Saudi Arabia’s reactionary Wahhabi interpretation of Islam is the root ideology for groups like the Islamic State (IS) and al-Qaeda, and all the parties are backing a variety of extremists in Syria and Libya’s civil wars.

 

The attack on Qatar is part of Saudi Arabia’s aggressive new foreign policy that is being led by Crown Prince and Defense Minister Mohammad bin Salman. Since being declared “monarch-in-waiting” by King Salman Al Saud, Mohammed has launched a disastrous war in Yemen that has killed more than 10,000 civilians, sparked a country-wide cholera epidemic, and drains at least $700 million a month from Saudi Arabia’s treasury. Given the depressed price for oil and a growing population—70 percent of which is under 30 and much of it unemployed—it is not a cost the monarchy can continue to sustain, especially with the Saudi economy falling into recession.

 

Underlying the Saudi’s new-found aggression is fear. First, fear that the kind of Islamic governance modeled by the Muslim Brotherhood poses a threat to the absolutism of the Gulf monarchs. Fear that Iran’s nuclear pact with the U.S., the EU and the UN is allowing Tehran to break out of its economic isolation and turn itself into a rival power center in the Middle East. And fear that anything but a united front by the GCC—led by Riyadh—will encourage the House of Saud’s internal and external critics.

 

So far, the attempt to blockade Qatar has been more an annoyance than a serious threat to Doha. Turkey and Iran are pouring supplies into Qatar, and the Turks are deploying up to 1,000 troops at a base near the capital. There are also some 10,000 U.S. troops at Qatar’s Al Udeid Airfield, Washington’s largest base in the Middle East and one central to the war on the Islamic State in Syria and Iraq. Any invasion aimed at overthrowing the Qatar regime risks a clash with Turkey and the U.S.

 

While Egypt is part of the anti-Qatari alliance—the Egyptians are angry at Doha for not supporting Cairo’s side in the Libyan civil war, and the Egyptian regime also hates the Brotherhood—it is hardly an enthusiastic ally. Saudi Arabia keeps Egypt’s economy afloat, and so long as the Riyadh keeps writing checks, Cairo is on board. But Egypt is keeping the Yemen war at arm’s length—it flat out refused to contribute troops and is not comfortable with Saudi Arabia’s version of Islam. Cairo is currently in a nasty fight with its own Wahhabist-inspired extremists. Egypt also maintains diplomatic relations with Iran.

 

Besides the UAE, the other Saud allies don’t count for much in this fight. Sudan will send troops—if Riyadh pays for them—but not very many. Bahrain is on board, but only because the Saudi and UAE armies are sitting on local Shiite opposition. Yemen and Libya are part of the anti-Qatar alliance, but both are essentially failed states. And while the Maldives is a nice place to vacation, it doesn’t have a lot of weight to throw around.

 

On the other hand, long-time Saudi ally Pakistan has made it clear it is not part of this blockade, nor will it break with Qatar or downgrade relations with Iran. When Riyadh asked for Pakistan troops in Yemen, the national parliament voted unanimously to have nothing to do with Riyadh’s jihad on the poorest country in the Middle East.

 

The largely Muslim nations of Malaysia and Indonesia are also maintaining relations with Qatar, and Saudi ally Morocco offered to send food to Doha. In brief, it is not clear who is more isolated here.

 

While President Trump supports the Saudis, his Defense Department and State Department are working to resolve the crisis. U.S. Sec. of State Rex Tillerson just finished a trip to the Gulf in an effort to end the blockade, and the U.S. Senate Foreign Relations Committee is threatening to hold up arms sales to Riyadh unless the dispute is resolved. The latter is no minor threat. Saudi Arabia would have serious difficulties carrying out the war in Yemen without U.S. weaponry.

 

And the reverse of the coin?

 

Doha’s allies have a variety of agendas, not all of which mesh.

 

Iran has correct, but hardly warm, relations with Qatar. Both countries need to cooperate to exploit the South Pars gas field, and Tehran appreciated that Doha was always a reluctant member of the anti-Iran coalition, telling the U.S. it could not use Qatari bases to attack Iran.

 

Iran is certainly interested in anything that divides the GCC. The Iranians would also like Qatar to invest in upgrading Iran’s energy industry and maybe cutting them in on the $177 billion in construction projects that Doha is lining up in preparation for hosting the 2022 World Cup Games. Also, some 30,000 Iranians live in Qatar.

 

Figuring out Turkey these days can reduce one to reading tea leaves.

 

On one hand, Ankara’s support for Qatar seems obvious. Qatar backs the Brotherhood, and Turkish President Recep Tayyip Erdogan’s Justice and Development Party is a Turkish variety of the Brotherhood, albeit one focused more on power than ideology. Erdogan was a strong supporter of the Egyptian Brotherhood and relations between Cairo and Ankara went into the deep freeze when Egypt’s military overthrew the Islamist organization.

 

Qatar is also an important source of finances for Ankara, whose fragile economy needs every bit of help it can get. Turkey’s large construction industry would like to land some of the multi-billion construction contracts the World Cup games will generate. Turkish construction projects in Qatar already amount to $13.7 billion.

 

On the other hand, Turkey is also trying to woo Saudi Arabia and other Gulf monarchies for their investments. Erdogan even joined in the GCC’s attacks on Iran last spring, accusing Tehran of “Persian nationalist expansion,” a comment that distressed Turkey’s business community. As the sanctions on Iran ease, Turkish firms see that country’s big, well-educated population as a potential gold mine.

 

The Turkish President has since turned down the anti-Iran rhetoric, and Ankara and Tehran have been consulting over the Qatar crisis. The first supportive phone call Erdogan took during the attempted coup last year was from Qatar’s emir, and the prickly Turkish President has not forgotten that some other GCC members were silent for several days. Erdogan recently suggested that the UAE had a hand in the coup.

 

Is this personal for Turkey’s president? No, but Erdogan is the Middle East leader who most resembles Donald Trump: he shoots from the hip and holds grudges. The difference is that he is far smarter and better informed than the U.S. President and knows when to cut his losses.

 

His apology to the Russians after shooting down one of their fighter-bombers is a case in point. Erdogan first threatened Moscow with war, but eventually trotted off to St. Petersburg, hat in hand, to make nice with Russian President Vladimir Putin. And after hinting that the Americans were behind the 2016 coup, he recently met with Tillerson in Istanbul to smooth things out. Turkey recognizes that it will need Moscow and Washington to settle the war in Syria.

 

The Russians have been carefully neutral, consulted with Turkey and Iran, and have called on all parties to peacefully resolve their differences.

 

There is not likely to be a quick end to the Qatar crisis, because Saudi Arabia keeps doubling down on one disastrous foreign policy decision after another, including breaking up the Arab world’s only viable economic bloc. But there are developments in the region that may eventually force Riyadh to back off.

 

The Syrian War looks like it is headed for a solution, although the outcome is anything but certain. The Yemen War has reached crisis proportions—the UN describes it as the number one human emergency on the globe—and pressure is growing for the U.S. and Britain to wind down their support for the Saudi alliance. And Iran is slowly but steadily reclaiming its role as a leading force in the Middle East and Central Asia.

 

There is much that could go wrong. There could be a disastrous war with Iran, currently being pushed by Saudi Arabia, Israel and neo-conservatives in the U.S. and Russia, the U.S. and Turkey could fall out over Syria. The Middle East is an easy place to get into trouble. But if there are dangers, so too are there possibilities, and from those spring hope.

Spiraling Into Permanent War

Danner—an award winning journalist, professor and member of the Council on Foreign Relations, who has covered war and revolutions on three continents—begins his book “Spiral” with the aftermath of a 2003 ambush of U.S. troops outside of Fallujah, Iraq. The insurgents had set off a roadside bomb, killing a paratrooper and wounding several others. “The Americans promptly dismounted and with their M-16s and M-4s began pouring lead into everything they could see,” including a passing truck, he writes. “By week’s end scores of family and close friends of those killed would join the insurgents, for honor demanded they kill Americans to wipe away family shame.”

 

The incident encapsulates the fundamental contradiction at the heart of George W. Bush’s—and with variations, that of Barak Obama’s—“war on terror”: the means used to fight it is the most effective recruiting device that organizations like Al Qaeda, the Taliban, the Shabab, and the Islamic State have. Targeted assassinations by drones, the use of torture, extra-legal renditions, and the invasions of several Muslim countries has been an unmitigated disaster, destabilizing several states, killing hundreds of thousands of people and generating millions of refugees.

 

Danner’s contention is hardly breaking news, nor is he the first journalist to point out that responding to the tactic of terrorism with military forces generates yet more enemies and instability. But Spiral argues that what was once unusual has now become standard operating procedure, and the Obama administration bears some of the blame for this by its refusal to prosecute violations of international law.

 

Torture is a case in point. In the aftermath of the 2001 attack on New York and Washington, the Bush administration introduced so-called “enhanced interrogation” techniques that were, in fact, torture under both U.S. and international law. Danner demonstrates that the White House, and a small cluster of advisors around Vice-President Dick Cheney, knew they could be prosecuted under existing laws and carefully erected a “golden shield” of policy memos that would protect them from prosecution for war crimes.

 

In his Nobel Peace Prize acceptance speech, Obama announced that he had “prohibited torture.” But, as Danner points out, “torture violates international and domestic law and the notion that our president has the power to prohibit it follows insidiously from the pretense that his predecessor had the power to order it. Before the war on terror official torture was illegal and an anathema; today it is a policy choice.”

 

And president-elect Donald Trump has already announced that he intends to bring it back.

 

There is no doubt that enhanced interrogation was torture. The International Committee of the Red Cross found the techniques “amounted to torture and/or cruel, inhuman and degrading treatment.” How anyone could conclude anything else is hard to fathom. Besides the water boarding—for which several WWII Japanese soldiers were executed for using on allied prisoners—interrogators used sleep depravation, extreme confinement and “walling.” Abu Zubaydah, who was water boarded 83 times, describes having a towel wrapped around his neck that his questioners used “to swing me around and smash repeatedly against the wall of the [interrogation] room.”

 

According to a 2004 CIA memo, “An HVD [high value detainee] may be walled one time (one impact with the wall) to make a point, or twenty to thirty times consecutively when the interrogator requires a more significant response to a question.” There were, of course, some restraints. For instance, the Justice Department refused to approve a CIA proposal to bury people alive.

 

And, as Danner points out, none of these grotesque methods produced any important information. The claim that torture saved “thousands of lives” is simply a lie.

 

There was a certain Alice in Wonderland quality about the whole thing. Zubaydah was designated a “high official” in Al Qaeda, the number three or four man in the organization. In reality he was not even a member, as the Justice Department finally admitted in 2009. However, because he was considered a high up in the Al Qaeda, it was assumed he must know about future attacks. If he professed that he knew nothing, this was proof that he did, and so he had to tortured more. “It is a closed circle, self-sufficient, impervious to disobedient facts,” says Danner.

 

The logic of the Red Queen.

 

The Obama administration has also conjured up some interpretations of language that seem straight out of Lewis Carroll. In defending his use of drone strikes in a 2014 speech at West Point, the President said he only uses them “when we face a continuing, imminent threat.” But “imminent” means “likely to occur at any moment” and is the opposite of “continuing.” A leaked Justice Department memo addresses the incongruity by arguing, “Imminent does not require the U.S. to have clear evidence that a specific attack on U.S. persons and interests will take place in the immediate future.”

 

Apparently the administration has now added, “elongated” to “imminent,” so that “a president doesn’t have to deem the country under immediate threat to attack before acting on his or her own.” As Humpty Dumpty says to Alice in Through the Looking Glass, “When I use a word, it means just what I choose it to mean.”

 

Danner turns the phrase “American exceptionalism” on its head. The U.S. is not “exceptional” because of its democratic institutions and moral codes, but because it has exempted itself from international law. “Americans, believing themselves to stand proudly for the rule of law and human rights, have become for the rest of the world a symbol of something quite opposite: a society that imprisons people indefinitely without trial, kills thousands without due process, and leaves unpunished lawbreaking approved by its highest officials.”

 

The war has also undermined basic constitutional restrictions on the right of intelligence agencies and law enforcement to vacuum up emails and cell phone calls, and has created an extra-legal court system to try insurgents whose oversight and appeal process in shrouded in secrecy.

 

The war on terror—the Obama administration has re-titled it a war on extremism—has not been just an illegal and moral catastrophe, it is a failure by any measure. From 2002 to 2014, the number of deaths from terrorism grew 4,000 percent, the number of jihadist groups increased by 58 percent, and the membership in those organizations more than doubled.

 

The war has also generated a massive counter terrorism bureaucracy that has every reason to amp up the politics of fear. And yet with all the alarm this has created, a total of 24 Americans were killed by terrorism in 2014, fewer than were done in by lighting.

 

Terrorism, says Danner, is “la politique du pire,” the “politics of the worst” or the use of provocation to get your enemy to overreact. “If you are weak, if you have no army of your own, borrow you enemy’s. Provoke your adversary to do your political work for you,” he says. “And in launching the war on terror, eventually occupying two Muslim countries and producing Guantanamo and Abu Ghraib celebrating images of repression and torture, the United States proved all too happy to oblige.”

 

Danner argues that idea you can defeat terrorism—which is really just a tactic used by the less powerful against the more powerful—with military force is an illusion. It can and does, however, make everything worse.

 

Even the Department of Defense knows this. In 2004, the Pentagon’s Defense Science Board found that :

  • American direct intervention in the Muslim world has paradoxically elevated the stature and support for radical Islamists while diminishing support for the United States.
  • Muslim do not “hate our freedoms,” they hate our policies, including one-sided support for Israel and for tyrannies in the Arab world.
  • American talk of bringing democracy to Muslim countries is self-serving hypocrisy.
  • The occupation of Iraq and Afghanistan has not brought democracy to those countries, but chaos and destruction.

Increasingly the war on terrorism/extremism is a secret war fought by drones whose targets are never revealed, or by Special Operations Forces whose deployments and missions are wrapped in the silence of national security.

 

And as long as Obama calls for Americans “to look forward as opposed to looking backward,” the spiral will continue. As Danner argues, “It is a sad but immutable fact that the refusal to look backward leaves us trapped in a world without accountability that his [Obama’s] predecessor made. In making it possible, indeed likely, that the crimes will be repeated, the refusal to look backward traps us in the past.”

While the mainstream media focuses on losers and winners in the race between Hillary Clinton and Donald Trump, there is a largely unreported debate going on over the future course of U.S. diplomacy. Its outcome will have a profound effect on how Washington projects power—both diplomatic and military—in the coming decade.

 

The issues at stake are hardly abstract. The U.S. is currently engaged in active wars in Afghanistan, Iraq, and Syria, Yemen and Somalia. It has deployed troops on the Russian border, played push and shove with China in Asia, and greatly extended its military footprint on the African continent. It would not be an exaggeration to say—as former U.S. Secretary of Defense William Perry has recently done—that the world is a more dangerous place today than it was during darkest times of the Cold War.

 

Tracking the outlines of this argument is not easy, in part because the participants are not always forthcoming about what they are proposing, in part because the media oversimplifies the issues. In its broadest framework, it is “realists,” represented by former National Security Advisor Henry Kissinger, Harvard’s Steven Walt, and University of Chicago’s John Mearsheimer, versus “humanitarian interventionists” like current UN Ambassador Samantha Power. Given that Power is a key advisor to the Obama administration on foreign policy and is likely to play a similar role if Clinton is elected, her views carry weight.

 

In a recent essay in the New York Review of Books, Power asks, “How is a statesman to advance his nation’s interests?” She begins by hijacking the realist position that U.S. diplomacy must reflect “national interests,” arguing they are indistinguishable from “moral values”: what happens to people in other countries is in our “national security.”

 

Power—along with Clinton and former President Bill Clinton—has been a long-time advocate of “responsibility to protect,” or R2P, behind which the U.S. intervened in the Yugoslav civil war and overthrew the Muammar Gaddafi regime in Libya. Hillary Clinton has argued forcibly for applying R2P to Syria by setting up “no fly zones” to block Syrian and Russian planes from bombing insurgents and the civilians under their control.

 

But Power is proposing something different than humanitarian intervention. She is suggesting that the U.S. elevate R2P to the level of national security, which sounds uncomfortably like an argument for U.S. intervention in any place that doesn’t emulate the American system.

 

What is most telling about where all this leads is her choice of examples: Russia, China, and Venezuela, all currently in Washington’s crosshairs. Of these, she spends the most time on Moscow and the current crisis in Ukraine, where she accuses the Russians of weakening a “core independent norm” by supporting insurgents in Ukraine’s east, “lopping off part of a neighboring country” by seizing the Crimea, and suppressing the news of Russian intervention from its own people. Were the Russian media to report on the situation in Ukraine, she writes, “many Russians might well oppose” the conflict.

 

Power presents no evidence for this statement because none exists. Regardless of what one thinks of Moscow’s role in Ukraine, the vast majority of Russians are not only aware of it, but overwhelmingly support President Vladimir Putin on the issue. From the average Russian’s point of view, NATO has been steadily marching eastwards since the end of the Yugoslav war. It is Americans who are deployed in the Baltic and Poland, not Russians gathering on the borders of Canada and Mexico. Russians are a tad sensitive about their borders, given the tens of millions they lost in World War II, something that Power seems oblivious of.

 

What Power seems incapable of doing is seeing how countries like China and Russia view the U.S. That point of view is an essential skill in international diplomacy, because it is how one determines whether or not an opponent poses a serious threat to one’s national security.

 

Is Russia—as President Obama recently told the UN—really “attempting to recover lost glory through force,” or is Moscow reacting to what it perceives as a threat to its own national security? Russia did not intervene in Ukraine until the U.S. and its NATO allies supported the coup against the President Viktor Yanukovych government and ditched an agreement that had been hammered out among the European Union, Moscow, and the U.S. to peacefully resolve the crisis.

 

Power argues that there was no coup, but U.S. Assistant Secretary of State Victoria Nuland and the U.S. Ambassador to the Ukraine, Geoffrey Pyatt were caught on tape talking about how to “mid-wife” the takeover and choosing the person they wanted to put in place.

 

As for “lopping off” Crimea, Power had no problem with the U.S. and NATO “lopping off” Kosovo from Serbia in the Yugoslav War. In both cases local populations—in Crimea by 96 percent—supported the takeovers.

 

Understanding how other countries see the world does not mean one need agree with them, but there is nothing in Moscow’s actions that suggests it is trying to re-establish an “empire,” as Obama characterized its behavior in his recent speech to the UN. When Hillary Clinton compared Putin to Hitler, she equated Russia with Nazi Germany, which certainly posed an existential threat to our national security. But does anyone think that comparison is valid? In 1939, Germany was the most powerful country in Europe with a massive military. Russia has the 11th largest economy in the world, trailing even France, Germany, the United Kingdom, Italy and Brazil. Turkey has a larger army.

 

Power’s view of what is good for the Russian people is a case in point. While one can hardly admire the oligarchy that dominates Russia—and the last election would seem to indicate considerable voter apathy in the country’s urban centers—the “liberals” Power is so enamored with were the people who instituted that so-called economic “shock therapy” in the 1990s that impoverished tens of millions of people and brought about a calamitous drop in life expectancy. That track record is unlikely to get one elected. In any case, Americans are hardly in a position these days to lecture people about the role oligarchic wealth plays in manipulating elections.

 

The Chinese are intolerant of internal dissent, but the Washington’s argument with Beijing is over sea-lanes, not voter rolls.

 

China is acting the bully in the South China Sea, but it was President Bill Clinton who sparked the current tensions in the region when he deployed two aircraft carrier battle groups in the Taiwan Straits in 1995-96 during a tense standoff between Taipei and the mainland. China did not then—and does not now—have the capacity to invade Taiwan, so Beijing’s threats were not real. But the aircraft carriers were very real, and they humiliated—and scared—China in its home waters. It was that incident that directly led to China’s current accelerated military spending and its heavy-handed actions in the South China Sea.

 

Again, there is a long history here. Starting with the Opium Wars of 1839 and 1860, followed by the Sino-Japanese War of 1895 and Tokyo’s invasion of China in World War II, the Chinese have been invaded and humiliated time and again. Beijing’s view of the Obama administration’s “Asia pivot” is that it is aimed at surrounding China with U.S. allies.

 

While that might be an over simplification—the Pacific has long been America’s largest market— it is a perfectly rational conclusion to draw from the deployment of U.S. Marines to Australia, the positioning of nuclear-capable forces in Guam and Wake, the siting of anti-ballistic missile systems in South Korea and Japan, and the attempt to tighten military ties with India, Indonesia and Vietnam.

 

“If you are a strategic thinker in China, you don’t have to be a paranoid conspiracy theorist to think that the U.S. is trying to bandwagon Asia against China,” says Simon Tay, chair of the Singapore Institute of International Affairs.

 

As for Venezuela, the U.S. supported the 2002 coup against Hugo Chavez and has led a campaign of hostility against the government ever since. For all its problems, the Chavez government cut poverty rates from 70 percent of the population to 21 percent, and extreme poverty from 40 percent to 7.3 percent. Infant mortality fell from 25 per 1,000 to 13 per 1,000, the same as for Black Americans.

 

And the concern for the democratic rights of Venezuelans apparently doesn’t extend to the people of Honduras. When a military coup overthrew a progressive government in 2009, the U.S. pressed other Latin American countries to recognize the illegal government that took over in its wake. While opposition forces in Venezuela get tear-gassed and a handful jailed, in Honduras they are murdered by death squads.

 

Power’s view that the U.S. stands for virtue instead of simply pursuing its own interests is a uniquely American delusion. “This is an image that Americans have of themselves,” says Jeremy Shapiro, research director of the European Council on Foreign Relations, “but is not shared, even by their allies.”

 

The “division” between “realists” and R2P is an illusion. Both end up in the same place: confronting our supposed competitors and supporting our allies, regardless of how they treat their people. While she is quick to call the Russians in Syria “barbarous,” she is conspicuously silent on the U.S.’s support for Saudi Arabia’s air war in Yemen, which has targeted hospitals, markets and civilians.

 

The argument that another country’s internal politics is a national security issue for the U.S. elevates R2P to a new level, sets the bar for military intervention a good deal lower than it is today, and lays the groundwork for an interventionist foreign policy that will make the Obama administration look positively pacifist.

 

It is impossible to separate this debate from the current race for the White House. Clinton has been hawkish on most international issues, and she is not shy about military intervention.

 

She has also surrounded herself with some of the same people who designed the Iraq war, including founders of the Project for a New American Century. It is rumored that if she wins she will appoint former Defense Department official Michele Flournay Secretary of Defense. Flournay has called for bombing Assad’s forces in Syria.

 

On the other hand, Trump has been less than coherent. He has made some reasonable statements about cooperating with the Russians and some distinctly scary ones about China. He says he is opposed to military interventions, although he supported the war in Iraq (and now lies about it). He is alarmingly casual about the use of nuclear weapons.

 

In Foreign Affairs, Stephen Walt, a leading “realist,” says Trump’s willingness to consider breaking the nuclear taboo makes him someone who “has no business being commander in chief.” Other countries, writes Walt, “are already worried about American power and the ways it gets used. The last thing we need is an American equivalent of the impetuous and bombastic Kaiser Wilhelm II.”

 

The Kaiser was a major force behind World War I, a conflict that inflicted 38 million casualties.

 

Whoever wins in November will face a world in which Washington can’t call all the shots. As Middle East expert Patrick Cockburn points out, “The U.S. remains a superpower, but is no longer as powerful as it once was.” While it can overthrow regimes it doesn’t like, “It can’t replace what has been destroyed.”

 

Power’s framework for diplomacy is a formula for a never- ending cycle of war and instability.

Middle East: Dark Plots Afoot?

A quiet meeting this past March in Saudi Arabia, and a recent anonymous leak from the Israeli military, set the stage for what may be a new and wider war in the Middle East.

 

Gathering in the Saudi Arabian capital of Riyadh were Turkish President Recep Tayyip Erdogan, newly crowned Saudi King Salman, and the organizer of the get-together, the emir of Qatar. The meeting was an opportunity for Turkey and the Saudis to bury a hatchet over Ankara’s support — which Riyadh’s opposes — to the Muslim Brotherhood, and to agree to cooperate in overthrowing the Syrian government of Bashar al-Assad.

 

Taking Aim at Assad

 

The pact prioritized the defeat of the Damascus regime over the threat posed by the Islamic State and al-Qaeda, and aims to checkmate Iranian influence in the region. However, the Turks and the Saudis are not quite on the same page when it comes to Iran: Turkey sees future business opportunities when the sanctions against Teheran end, while Riyadh sees Iran as nothing but a major regional rival.

 

The Turkish-Saudi axis means that Turkish weapons, bomb making supplies, and intelligence, accompanied by lots of Saudi money, are openly flowing to extremist groups like the al-Qaeda associated Nusra Front and Ahrar al-Sham, both now united in the so-called “Army of Conquest.”

 

The new alliance has created a certain amount of friction with the United States, which would also like to overthrow Assad but for the time being is focused on attacking the Islamic State and on inking a nuclear agreement with Iran. This could change, however, because the Obama administration is divided on how deeply it wants to get entangled in Syria. If Washington decides to supply anti-aircraft weapons to the Army of Conquest, it will mean the United States as thrown in its lot with Turkey, Saudi Arabia, and Qatar, and that the “war on terror” is taking a backseat to regime change in Syria.

 

Not that the Americans are overly concerned about aiding and abetting Islamic extremists. While the U.S. is bombing the Islamic State in Iraq and Syria, the Obama administration is also training Syrians to overthrow Assad, which objectively puts them in the extremist camp vis-à-vis the Damascus regime. Washington is also aiding the Saudis’ war on the Houthis in Yemen. Yet the Houthis are the most effective Yemeni opponents of the Islamic State and the group called Al-Qaeda in the Arabian Peninsula, against which the United States is waging a drone war.

 

The Turkish-Saudi alliance seems to have already made a difference in the Syrian civil war. After some initial successes last year against divided opponents, the Syrian government has suffered some sharp defeats in the past few months and appears to be regrouping to defend its base of support in the coastal regions and the cities of Homs, Hama, and Damascus. While the Syrian government has lost over half of the country to the insurgents, it still controls up to 60 percent of the population.

 

Turkey has long been a major conduit for weapons, supplies, and fighters for the anti-Assad forces, and Saudi Arabia and most of its allies in the Gulf Coordination Council, representing the monarchies of the Middle East, have funneled money to the insurgents. But Saudi Arabia has always viewed the Muslim Brotherhood — which has a significant presence in Syria and in countries throughout the region— as a threat to its own monarchy.

 

The fact that Erdogan’s ruling Justice and Development Party is an offshoot of the Brotherhood has caused friction with the Saudis. For instance, while Turkey denounced the military coup against the elected Muslim Brotherhood government in Egypt, Saudi Arabia essentially bankrolled the takeover and continues to bail Cairo out of economic trouble.

 

But all that was water under the bridge when it came to getting rid of Assad. The Turks and the Saudis have established a joint command center in the newly conquered Syrian province of Idlib and have begun pulling the kaleidoscope of Assad opponents into a cohesive force.

 

A War on Hezbollah?

 

Three years of civil war has whittled the Syrian Army from 250,000 in 2011 to around 125,000 today, but Damascus is bolstered by Lebanon’s Hezbollah fighters. The Lebanese Shiite organization that fought Israel to a draw in 2006 is among the Assad regime’s most competent forces.

 

Which is where the Israeli leak comes in.

 

The timing of the story — published on May 12 in The New York Times — was certainly odd, as was the prominence given a story based entirely on unnamed “senior Israeli officials.” If the source was obscured, the message was clear: “We will hit Hezbollah hard, while making every effort to limit civilian casualties as much as we can,” the official said. But “we do not intend to stand by helplessly in the face of rocket attacks.”

 

The essence of the article was that Hezbollah is using civilians as shields in southern Lebanon, and the Israelis intended to blast the group regardless of whether civilians are present or not.

 

This is hardly breaking news. The Israeli military made exactly the same claim in its 2008-09 “Cast Lead” attack on Gaza and again in last year’s “Protective Edge” assault on the same embattled strip. It is currently under investigation by the United Nations for possible war crimes involving the targeting of civilians.

 

Nor is it the first time Israel has said the same thing about Hezbollah in Lebanon. In his Salon article entitled “The ‘hiding among civilians’ myth,” Beirut-based writer and photographer Mitch Prothero found that “This claim [of hiding among civilians] is almost always false.” Indeed, says Prothero, Hezbollah fighters avoid mingling with civilians because they know “they will sooner or later be betrayed by collaborators — as so many Palestinian militants have been.”

 

But why is the Israeli military talking about a war with Lebanon? The border is quiet. There have been a few incidents, but nothing major. Hezbollah has made it clear that it has no intention of starting a war, though it warns Tel Aviv that it’s quite capable of fighting one. The most likely answer is that the Israelis are coordinating their actions with Turkey and Saudi Arabia.

 

Tel Aviv has essentially formed a de facto alliance with Riyadh to block a nuclear agreement between Iran and the P5+1 — the United States, Russia, China, Britain, France, and Germany. Israel is also supporting Saudi Arabia’s attack on Yemen and has an informal agreement with Riyadh and Ankara to back the anti-Assad forces in Syria.

 

Israel is taking wounded Nusra Front fighters across the southern Syrian border for medical treatment. It’s also bombed Syrian forces in the Golan Heights. In one incident, it killed several Hezbollah members and an Iranian general advising the Syrian government.

 

The Realm of Uncertainty

 

The Saudis have pushed the argument that Syria, Iraq, and Yemen are really about Iranian expansionism and the age-old clash between Sunni and Shiite Muslims. Hezbollah is indeed a Shiite organization, and the majority of Iraqis are also members of the sect. Assad’s regime is closely associated with the Alawites, an offshoot of Shiism, and the Houthis in Yemen are a variety of the sect as well.

 

However, the wars in the Middle East are about secular power, not divine authority — although sectarian division is a useful recruiting device. As for “Iranian aggression,” it was the Sunni-dominated regime of Saddam Hussein, bankrolled by Saudi Arabia and supported by the United States, that started the modern round of Sunni-Shiite bloodletting when Iraq invaded Iran in 1981.

 

If the Israeli Army attacks southern Lebanon, Hezbollah will be forced to bring some of its troops home from Syria, thus weakening the Syrian Army at a time when it’s already hard pressed by newly united rebel forces. In short, it would be a two-front war that would tie down Hezbollah, smash up southern Lebanon, and lead to the possible collapse of the Assad regime.

 

As Karl von Clausewitz once noted, however, war is the realm of uncertainty. All that one can really determine is who fires the first shot. That the Israelis can pulverize scores of villages in southern Lebanon and kill lots of Shiites, there is no question. They’ve done it before. But a ground invasion may be very expensive, and the idea that they could “defeat” Hezbollah is a pipe dream. Shiites make up 40 percent of Lebanon’s ethnic mélange and dominate the country’s south. Hezbollah has support among other communities as well, in part because they successfully resisted the 1982-2000 Israeli occupation and bloodied Tel Aviv in the 2006 invasion.

 

An Israeli attack on Hezbollah, however, would almost certainly re-ignite Lebanon’s civil war, while bolstering the power of al-Qaeda and the Islamic State in Syria and Iraq. The Turks might think that al-Qaeda is no threat to them, but recent history should give them pause.

 

Creating something like the Mujahedeen in Afghanistan and the anti-Gaddafi forces in Libya is not terribly difficult. Controlling them is altogether another matter.

 

“It Always Seems to Blow Back”

 

“Every power in the Middle East has tried to harness the power of the Islamists to their own end,” says Joshua Landis, director of Middle Eastern Studies at Oklahoma University, but “it always seems to blow back.”

 

The Afghan Mujahedeen created the Taliban and al-Qaeda, the U.S. invasion of Iraq spawned the Islamic State, and Libya has collapsed into a safe haven for radical Islamic groups. Erdogan may think the Justice and Development Party’s Islamic credentials will shield Turkey from a Syrian ricochet, but many of these groups consider Erdogan an apostate for playing democratic politics in secular institutions.

 

Indeed, up to 5,000 Turkish young people have volunteered to fight in Syria and Iraq. Eventually they will take the skills and ideology they learned on the battlefield back to Turkey, and Erdogan may come to regret his fixation with overthrowing Assad.

 

While it hard to imagine a Middle East more chaotic than it is today, if the Army of Conquest succeeds in overthrowing the Assad government, and Israel attacks Lebanon, “chaos” will be an understatement.
